Outline of presentation General Challenges Oslo Trondheim Bergen Stavanger Grenland Nedre Glomma Conclusion

Geography Population structure and topography not ideal for PT, except Oslo and Bergen Areas. We still have some rural roads to improve (replacing car ferries) No significant road traffic congestion challenges (except Oslo Area) But still; increasing public and political interest for PT improvements Oslo Area Population expected to increase by 500.000 next 15 years – Increasing mobility concern…

Outside the Oslo Area People who never travel by Public Transport; have limited (no) personal PT experience: Public Sector responsibles for area development and transport sectors Politicians at all levels (State, County, Municipality) Healthy Norwegian electors age 18 - 90 years Leading to car oriented area development and unattractive PT Low PT share lead to low PT share (5%) Public Transport = Transport for the disabled

Roles & responsibilities (i) Ministry: National, Regional and Local Passenger Rail Transport; Quality Contract with NSB AS for most railbound passenger traffic One line tendered in 2005 Airport Express Train Commercial Freight traffic: Open access; 6 operators Railway Reform announced 2015 Tendering all lines from 2017.

Roles & responsibilities (iI) Counties (19): Regional and local bus, tram, metro and boat PT; infrastructure and operations Tendering process as the norm Exception: Quality Contracts for Oslo Tram and Metro.

Oslo Tram Rolling Stock SL79 (1982-90) - 40 units SL95 (2000-03) –32 units Renewal procurement process initialised 2005. Concept Choice Study 2013 – recommend replacing complete tram fleet.

Oslo Tram Rolling Stock 2013-15 Discussions between PTA and Rolling Stock Owner about procurement responsibility for new trams June 2015 Political decision; buying 87 new trams, first delivery 2019. September 2015 Political decision: Sporveien Oslo AS (the tram operating company) given responsibility for procurement

trondheim Population 190.000 University City One Tram Line: Gråkallbanen

Trondheim tram history Inaugurated 1901/ 1924 From 3 to 2 lines in the 1960es From 2 to one line in 1983 Purchase of 11 new trams in 1984 building new depot in 1984 Closure of last line in 1988 Not possible to sell trams – combination gauge / car body width Reopening by enthusiasts in 1990 Operated by Veolia (now Boreal) since 2005

Trondheim Proposals and Challenges New light rail system being studied from time to time Area development/ City sprawl during the previous 50 years do not favour PT - and particularly not Light Rail. 2010 Rambøll Light Rail Study

Bergen light rail 2010 Bergen-Nesttun 10 km 2013 Nesttun-Rådal 13 km 2016/17 Rådal-Flesland Airport Stadler Variobahn (20 + 8 units) Length: 32 – 42 m Frequency 4 min peak 25 753 pass / day (2014) Bergen population 280.000

Bergen future network City Centre Alignment discussions…..

stavanger Oil Capital of Norway Stavanger Area (Nord-Jæren): Three municipalities; 200.000 inhabitants, increasing to 340.000 by 2025 Light Rail Project 2010-13: Connecting 3 city centres with main work place/ industry area at Forus

Stavanger Light Rail project County Masterplan1999; LRT as regional PT backbone County Council Decision 2010; prioritising LRT (as opposed to busway system). Light rail office owned by county and (3) municipalities. Alignment planning 2010-12. County Council Decision Dec 2012, prioritising BRT (as opposed to LRT) Light Rail Office closed March 2013. BRT under development (El?)

Grenland Light Rail Porsgrunn-Skien Twin Cities Population 100.000 Tram-Train idea kept warm by enthusiasts since 2006. Feasibility Study 2008 Low initiating investments (using existing tracks) LRT could support InterCity Rail development LRT recommended in regional transport plan (long term). No decisions yet. Skien Porsgrunn

Nedre glomma light rail Fredrikstad-Sarpsborg Twin Cities Population 130.000 Tram-Train idea 2012-13 by enthusiasts Feasibility Study 2014 Partly new tracks Partly using existing rail line – Mulhouse model Serving New Hospital LRT could support InterCity Rail development No decisions yet. Glommabanen

conclusion Norway is not very well designed for Public Transport Except Oslo and Bergen Tramways operating well in Oslo, Trondheim and Bergen Extensions are planned in Oslo and Bergen. Stavanger will get a modern BRT LRT could be developed in more cities in the future If major PT modal share increase
