TLO 2.0 – Personnel Actions ELO 2.6 – Process a Request for Leave, Pass or TDY LESSON OUTCOME: Students will gain a basic understanding of the purpose, content, format, preparation, and processing of the DA Form 31. Students will demonstrate the ability to verify information and process a completed DA Form 31. Students will demonstrate the ability to update and reconcile the Leave Control Log. 21ST CENTURY SOLDIER COMPETENCIES: Character and accountability Communication and engagement Tactical and Technical Competence INSTRUCTIONAL STRATEGY: Direct Instruction METHODS OF INSTRUCTION: Structured overview Demonstration Drill and Practice Practical Exercises ENABLING LEARNING OBJECTIVE ACTION: Process a Request for Leave, Pass or Permissive TDY CONDITIONS: In a classroom environment, given a completed DA Form 31 (Request and Authority for Leave), a Soldier’s current Leave and Earning Statement (LES), DA Form 4179 (Leave Control Log), AR 600-8-10 (Leaves and Passes), and awareness of Operational Environment (OE) variables and actors. STANDARD: Process the following actions without error: Soldiers sign out and in on leave. Void unused approved DA Form 31s. Determine chargeable and non chargeable leave periods upon a Soldier’s return from leave. Updated the Leave Control Log (DA 4179) to reflect chargeable leave. Reconcile the Leave Control Log (DA 4179) and the Unit Leave Report. ACADEMIC HOURS: 8.5 LEARNING ACTIVITIES Lesson introduction General leave policy Chargeable and nonchargeable leave Leave and Earnings Statement (LES) DA Form 31 preparation Leave Control Log (DA Form 4179) Signing in/out on leave, leave extensions, voiding a leave request Processing DA Form 31 upon a Soldier’s return from leave Reconciliation of chargeable leave ASSESSMENT Practical exercises. Students are required to complete a knowledge-based assessment delivered via the Blackboard Academic Suite and obtain a passing score of 70% or higher.

Terminal Learning Objective Action: Process a Request for Leave, Pass, and Permissive TDY Conditions: Given a completed DA Form 31 (Request and Authority for Leave), the Soldier’s current Leave and Earning Statement (LES), access to DA Form 4179 (Leave Control Log ), AR 600-8-10, standard office supplies and awareness of Operational Environment (OE) variables and actors. Process a Request For Leave, Pass, and Permissive TDY LEAVE IS AN AUTHORIZED ABSENCE FROM DUTY. IT IS EARNED AT A RATE OF 2.5 DAYS PER FULL MONTH OF ACTIVE DUTY. LEAVE IS ESSENTIAL TO THE HEALTH, WELFARE, AND MORALE OF ALL SOLDIERS IN A UNIT. SOLDIERS ARE STRONGLY ENCOURAGED TO USE THEIR LEAVE AND IT IS YOUR RESPONSIBILITY AS A HUMAN RESOURCE SPECIALIST TO ENSURE PROMPT AND ACCURATE PROCESSING OF ALL LEAVE REQUESTS. KNOWING REGULATORY GUIDELINES ON PROCESSING DA FORM 31’S WILL ESTABLISH CREDIBILITY AS A PROFESSIONAL SOLDIER AND A RELIABLE MEMBER OF THE BATTALION S1 SECTION. 3

Categories of Leave THERE ARE TWO DIFFERENT TYPES OF LEAVE CHARGEABLE AND NON-CHARGEABLE LEAVE CHARGEABLE LEAVE- IS SUBTRACTED FROM A SOLDIER’S ACCRUED LEAVE BALANCE. NON-CHARGEABLE LEAVE- IS ABSENCE THAT IS NOT CHARGED AGAINST A SOLDIER’S ACCRUED LEAVE BALANCE. 4

Leave and Earning Statement (Extract) BF – The brought forward leave balance at the beginning of the current Fiscal Year. ERND – The cumulative amount of leave earned in the current Fiscal Year. Normally this amount will increase by 2.5 days each month. USED – The cumulative amount of leave used in the current Fiscal Year. CR BAL – The current leave balance as of the end of the period covered by the LES. ETS BAL – The projected leave balance to the Soldier’s Expiration Term of Service. LV LOST – The number of days of leave that has been lost. LV PAID – The number of days of leave paid to date. USE/LOSE – The projected number of days of leave that will be lost if not taken in Current fiscal year on a monthly basis. The number of days of leave in this block will Decrease with any leave usage. 7

True / False Emergency Leave is a non-chargeable leave. False, it is a chargeable leave. A retiring Soldier is authorized Transition Leave. True, Soldiers who are retiring and ETSing are authorized Transition Leave. Leave can not be taken in conjunction with TDY when traveling to school. False, leave can be taken in conjunction with TDY. Paternity Leave is a non-chargeable leave that will not exceed 10 days. True, Paternity Leave is non-chargeable and will not exceed 10 days. Leave is earned at a rate of 2.5 days per full month of active duty. True, leave is earned at a rate of 2.5 day per full month of active duty. A Regular Pass may be granted for 3 or 4 days and is non-chargeable. False, a Regular Pass will not exceed 3 days in length. 9

Signing a Soldier Out on Leave 14 DEPARTURE a. DATE b. TIME c. NAME/TITLE/SIGNATURE OF DEPARTURE AUTHORITY Block 14 on the DA Form 31 must be completed to sign someone out on leave. Block 14a: Write the date the Soldier arrives/calls to sign out. Block 14b: Write the time the Soldier arrives/calls to sign out. Block 14c: SDNCO will print his/her name, title, and sign. 13

Approving a Leave Extension DA Form 31 Approving a Leave Extension 15 EXTENSION a. NUMBER OF DAYS b. DATE APPROVED c. NAME/TITLE/SIGNATURE OF APPROVAL AUTHORITY Block 15 is used to grant a extension to a approved a leave form. Block 15a is completed it indicate the number of days that the leave is extended from the ending date listed in block 10b of the DA Form 31. Block 15b: Write the date that leave extension is granted. This date should not be after the date listed in Block 10b. Block 15c: The leave approval authority will print his/her name, title, and sign.   15

NAME/TITLE/SIGNATURE OF RETURN AUTHORITY Block 16 on the DA Form 31 must be completed to sign someone in from leave. Block 16a: Write the date the Soldier arrives/calls to sign in. Block 16b: Write the time the Soldier arrives/calls to sign in. Block 16c: SDNCO will print his/her name, title, and sign. 17

Determining Chargeable Leave Chargeable leave ends on the day of return unless: a. The Soldier works more than half of the normally scheduled workday. b. The Soldier returns on a regularly scheduled non-duty day. Charge leave for a holiday if the leave begins or it falls within the effective dates of leave. Subtract periods of non-chargeable absences such as PTDY.
