Called August 2015 meeting to explain issues to Commission. At that meeting, we shared several examples of transcripted coursework from local and online programs. These rules will be filed immediately and implemented following the filing of the new transition rules. Resolved further that, the Professional Teaching license will be representative of having completed the required continuing professional development as well as the four full years of employment. Movement from Preliminary to Professional Deadlines to complete the coursework requiring “show progress” element are eliminated – licensees may advance to the Professional at their own rate. Failure to complete the requirements leaves them on Preliminary Teaching License or “novice” status; Stay on a continuously renewable three year versus five year license. Significantly speeds up licensure processing. Licenees who complete advanced requirements and experience WILL be promoted to professional. Data Classification: 1 - Published: DO: Chamberlain

Movement from Preliminary to Professional Cannot move from the Preliminary to the Teacher Leader (must obtain the Professional first); School districts must sign off on any advanced CPD obtained in the course of employment as a new teacher; Commission staff unable to approved CPD obtained through the evaluation route. Reciprocal Teaching License New Out of State First License Clarifies that only an active and valid teaching license from another state will be accepted to obtain the Reciprocal Teaching License; Requires the applicant to establish “good standing” by reinstating their license if the license has lapsed; Accepts licenses from any National Association of State Directors of Education and Certification (NASDTEC) jurisdiction (including territories and Ontario province). Teacher Leader License Removes “Distinguished” from Name of License; Aligns with Professional Teaching License expiration date (birthdate of applicant); Requires that 12 of 37 elements under Standards are required to be met with separate and unique evidence; Clearly establishes two year pilot for Commission review; Licensure Redesign Committee looking at “Core Elements” option for later look; Data Classification: 1 - Published: DO: Chamberlain
