Let’s Talk about Funding! “You get funding, you get funding, everyone gets funding” Note from ACL: This class was put on the schedule to keep Josh busy

Our Game Plan An examination of the processes and procedures of the federal budget process A comparative analysis of the traditional processes overlaid with the non-traditional processes we oversee That ( ) sounds really boring – why are you here?

Article 1 Section 9 “No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.”

This slide is pretty much the whole show There are key steps in the federal budget process: The President submits a budget request to Congress House and Senate Appropriations subcommittees "markup" appropriations bills The House and Senate vote on appropriations bills and reconcile differences The President signs each appropriations bill and the budget becomes law

Congressional Budget Resolutions “CBRs”* What to Watch For! Why they matter and why they don’t All hat, no cattle * No one actually calls them that. But they should. It could be a new thing!

The President’s Budget Process “it is a tale…full of sound and fury , signifying nothing” Springtime in the City The “J”s Once you hear about it…it’s too late! What it means and what it doesn’t

The Markup “speak softly and carry a big stick” Imagine You and a dozen of your colleagues; A binder; A hundred aides; and A five day meeting Talking early and often The most overlooked but vital step What if (for the first time ever!), the House and Senate don’t agree???

The Appropriation Bills Where the Rubber Meets the Road Get on the Bus! We have two – an “omni”bus and a “mini”bus So, did we get funded?? Pop quiz Can I influence it?? Nope – too late!! See you next year!

Presidential Signature Should be a simple step… S/He signs it…the end OR IS IT?!?!? It is – just needed some dramatic effect to an otherwise boring slide

Shutdown Brinkmanship (also brinksmanship) is the practice of trying to achieve an advantageous outcome by pushing dangerous events to the brink of active conflict. It’s all fun and games until you shut down the government What it means for you?? (Not a ton…at first) What it means for me? (No paycheck! BOO!!)

What in the world is a CR? CR: Continuing Resolution Ever been on a Merry-go-Round? Pick a length, any length…

Let’s Talk HCFAC! Forget everything I just said! “It’s giant block of cheese day!”…well, giant wedge of cheese day, at least “Please sir, I want some more” Influence?? Hmm…not really

Etc. WHAT ARE THE CAPS I KEEP HEARING ABOUT? What is this FY, CY, GY nonsense? Is “Non-Defense Discretionary” the newest CSI? It’s not optional…it’s MANDATORY! 16% of spending in 2016 Sequester Caps – not here now – but back in 20.

That’s all I got
