Bus Strategy and West Yorkshire Bus Strategy – a plan for the next 20 years to create the best bus system in Europe Adopted 3 August 2017 Bus18 – what we can be doing now to improve services for our customers

Short term initiatives deliverable from 2016 to 2018 Overseen by the Chair of the Combined Authority Transport Committee Cllr Wakefield Managed by a steering group of WYCA officers and bus operators represented by ABOWY (Association of Bus Operators in West Yorkshire) Involvement of District Councils

Bus Services Act Bus Services Act 2017 enacted in May Expands range of powers available to mayors and local transport authorities to improve local bus services Options include franchising or formal partnerships Bus 18 – informal partnership pending decision on formal partnership

Aim The Bus18 Steering Group working in partnership has the following aims: 1. To make buses easier to use – we are developing a simpler bus network with fewer changes, more reliable services, smarter information and more ways to pay in advance 2. To reduce emissions – we are introducing more environmentally friendly buses with less emissions to improve air quality 3. To improve customer satisfaction – we have agreed a customer promise to increase satisfaction with bus travel and engage with young people to understand what is needed to make buses more useful to them

Key Themes Ticketing – grow Mcard use Network Stability – limit changes to services and consult Young People – improve engagement with and promotion to young people. Air Quality – to reduce the impact of diesel buses. Punctuality – to address operational and highways issues affecting punctuality Information – improve the presentation of information at bus stops and interchanges. Customer Service –to adopt common standards across the industry

Punctuality & Reliability What we have achieved since 2016 Workstream Initiative Ticketing Day saver – contactless payment Network Stability Consultation on service changes – Disruption protocol Young People Relaxed conditions on half fare eligibility – MyDay go anywhere ticket Information New design bus stop displays Punctuality & Reliability £1m on bus hotspots identified with bus operators Air Quality ECOStars display bus environmental standards – joint bids to Clean Bus Technology fund Customer Services ‘no quibble’ journey voucher and ‘last bus’ guarantee

Other Major Supporting Programmes Leeds Public Transport Investment Programme (LPTIP) £173.5m to be spent on improving public transport across Leeds Investment in new buses and high frequency network Includes city centre interchanges, bus priority corridor improvements and three new rail stations Delivery by 2021 West Yorkshire Transport Fund – Corridor Improvement Programme (CIP) £130m to be spent on reducing congestion on corridors on the Key Route Network £1m Bus 18 Hotspots programme overseen by CIP Bus 18 Hotspots to conclude by March 2019, overall CIP delivery by 2025
