Science and Technology Centers: Integrative Partnership Presented by Kathryn Sullivan Senior Advisor National Science Foundation

STC Program Goal – 1989 NSF established the STC Program to help maintain U.S. pre-eminence in science and technology, and ensure the requisite pool of scientists with the quality and breadth of experience required to meet the changing needs of science and society – ingredients essential to successful economic competitiveness. PROGRAM VISION

U.S. STEM WORKFORCE

PROGRAM SUMMARY Foreign-born proportion of total with PhDs in S&E, by field and education level: 2003 Engineering Chemical Civil Electrical Mechanical Life sciences Agriculture Biological sciences Mathematics/computer sciences Computer sciences Mathematics Physical sciences Chemistry Geosciences Physics/astronomy Social sciences Economics Political science Psychology Sociology/anthropology

THE FUTURE Resident population of United States, by race/ethnicity and age: 2006 Figure Updated: December 2008

STC BASICS First STC Competition: 1987 Number of Currently Operational STCs: (5), 2002 (6), (6) NSB approved STC Program for competitions every 2-3 years if budget permits A sixth competition is currently under way, with the expectation of funding new centers in June of 2010.

All areas of science supported by NSF Award duration up to 10 years Level of funding US $1.5 - $5 million Awards managed by a cooperative agreement Awards co-managed by STC program and appropriate discipline Required positions in a center: Director, managing director, education director Required: an independent external advisory board MORE BASICS

Adaptive Optics Behavioral Neursocience Environmentally Responsible Solvents and Processes Nanobiotechnology Biophotonics Sensors Materials Earth-surface dynamics Polar environments Atmospheric sciences Oceanography Information technologies MORE BASICS

Research: Bringing together focused resources to address complex, interdisciplinary research questions. STEM Talent Development: Provide a rich environment for encouraging future scientists, engineers, and educators to take risks… Integrating education and research through discovery- based experiences…build alliances across educational spectrum and STEM workforce capacity. Diversity: STCs partner with institutions serving students from underrepresented STEM groups. Knowledge Transfer: Offer catalytic environment where technical exchange and innovation can occur. FOUR PILLARS

Multi-institutional, 5-10 major partners Senior researchers graduate students Overall budget US $ mil/year 5 full/part time support staff CENTER PROFILE

NSF expects STCs to demonstrate leadership in the involvement of groups traditionally underrepresented in science and engineering, at all levels within the Center… STCs are strongly encouraged to form meaningful, substantive and long-term partnerships with minority-serving institutions, womens colleges and institutions that primarily serve students with disabilities… STC and DIVERSITY

Diverse, skilled STEM talent and empowering future generations Partnerships Long-Term Perspective Implementation and Evaluation STC-AGEP SYNERGIES
