History of Healthy Families Oregon (HFO) Started in 1993 – 7 pilot sites (Healthy Start) First births only Commission on Children and Families 2003 – Statewide 2005 – Began HFA Accreditation Process 2007 – Became a fully accredited HFA State-System 2012 - Reaccredited in 2012, opened eligibility to All Births & changed name to Healthy Families Oregon Moved under Early Learning Division

Healthy Families America (HFA) A nationally recognized, evidence-based home visiting program model designed to work with overburdened families who are at-risk for adverse childhood experiences, including child maltreatment. 

HFA: development & accreditation The HFA model, developed in 1992 by Prevent Child Abuse America, is based upon 12 Critical Elements derived from more than 30 years of research to ensure programs are effective in working with families. Model fidelity: Yearly site visits from HFO Central Administration Demonstrated adherence to 150 standards Comprehensive accreditation process, every 5 years.  Organization of Critical Elements: These Critical Elements are operationalized through a series of best practice standards that provide a solid structure for quality yet offer programs the flexibility to design services specifically to meet the unique needs of families and communities.  Currently there are over 600 affiliated HFA program sites in 40 States, DC, all five US territories: Guam, Puerto Rico, US Virgin Islands, Northern Commonwealth of the Marianas, the American Samoa and Canada.

How many families do we serve? Last year, HFO screened just under 9,000 families for eligibility Last year, HFO served just under 2,500 families each year through home visits.

Central Administration The HFO Central Administration team ELD Staff & Contractors What do we do? Provide oversight to the following areas for all programs and for HFO as statewide program: Quality Assurance Technical Assistance Training Policy Administration Evaluation

Current Reaccreditation cycle State-Systems must go through reaccreditation every 5 years: 2007, 2012, 2017 April – Central Administration Site Visit Report & Response July & August – 8 local programs receive site visits Reaccreditation, process continues in 2022
