LSCB Recent Review in relation to Repeat Child Protection Plans Why the Review? Timeframe Involvement of Individuals & any common characteristics Limitations of Review The Data & what it found Signs of Safety in Sefton – Weaknesses & Strengths Partner Agency contribution to the review Observations of CP Conferences and Review Conclusions and What’s Next LSCB commissioned the review as they were concerned about the reported high levels of repeat plans for children subject to CP planning. The review began in Nov 17 and was completed in Feb in 2018. The CP conference re-plans - focused on the timeframe during May – September 2017. This was a multi-agency review and focused on 6 families with a total of 19 children. Common Characteristics were: parental domestic abuse, drug and alcohol of either one or both parents. All families had enduring family issues and shared the category of emotional abuse within the CP planning which emanated from concerns regarding parental/partner domestic abuse. In order to keep confidentiality, I will not share any further information directly about the children and families involved. Limitations : as it is just a snap shot review, so cannot say that all plans at all times have the same characteristics, finding, focus or recommendations The Data and what it found: we do have a higher that average re-plan rate although this is not as extensive as had been originally reported. however we do need to ensure the best use of resources . Signs of Safety – after adopting the SoS model in Sefton in 2014 with a roll out of training, via the council this has not been fully implemented and embedded across the partnership. For this to succeed it requires an implantation strategy and a project plan and the required resources for successful embedding and completion. A Key point Weakness: the voice of the child was not evidenced within the child protection plan (this was one of a few however vitally important. Strengths were identified Partner Agency – Over optimistic plans, unrealistic goal setting, conferences too long etc. Observations – the reviewer did observe practice now Whats next – Recommendations to go to board for ratification and agreement. @SeftonLSCB #SeftonLSCB

Early Help is offering advice, support and direct interventions/support at the earliest point of identified need. The aims of Early Help are to support families to support themselves, to prevent issues/problems escalating and to reduce the numbers needing statutory intervention. Early Help support can be required at any stage in a child's life from pre-birth to adulthood.
