EGNOS and Galileo will bring a significant improvement of current GPS functionalities*… GPS + EGNOS GPS + EGNOS + Galileo Quantitative advantages Availability Accuracy Accuracy (1m) Integrity Continuity Qualitative advantages System failure tolerance Mean horizontal positioning accuracy (95%, in m) Major benefits from the European programmes will come from the combination of those systems with the existing GPS signal. The combination of several GNSS system allow an increased number of satellite to be visible, hence it allows increased accuracy and availability. In addition EGNOS and Galileo will propose a commercial service, which provide raw data and correction figures supporting the development of more precise positioning. Galileo will also offer additional services in response to very specific needs like PRS and SAR services. Note: * the comparison does not take into account any GPS system improvement or other GNSS and refers only to civil signals Source: GSA, Directorate-General Energy and Transport

Agenda Overview on the Galileo and EGNOS programmes Market opportunities Need for public actions

GNSS market is expected to rise significantly GNSS receivers market forecasts Millions of shipments A wide range of GPS applications has been offered to customers over the past years from navigation, tracking to telematics. Currently the market trend is driven by the development of telephone and PDAs handset development (equipped with softwares using GPS) and by the huge success of Personal Navigation Devices for in-vehicle navigation. In the future these segments (LBS and Road) growth will be even more significant especially with the deployment of new GNSS constellations. Although the professional applications of GNSS technology do not see the same growth as consumer navigation devices, they are becoming more popular with timing, precision agriculture, construction, and surveying showing healthy growth. … GNSS applications are perceived as providing positive impact on the society… Enhanced safety GNSS devices offer a general improvement in road safety eCall is perceived as a strong tool to save lives “… I think in the next few years there will be a stronger focus on road safety, and this will have a positive impact on GNSS development and on its applications (eCall) …” Ionic software, Sales Manager New applications such as ADAS and ISAF will play a major role in the reduction of car accidents Improved traffic management Road user charging has a positive impact on reducing traffic congestion “… RUC will allow to reduce queues and to remove country barriers, since the same will be used all around Europe …” Centro Ricerche Fiat, GNSS Responsible Thanks to the future higher GNSS accuracy the will be a reduction of the travel time More efficient infrastructure management GNSS allows a general reduction in the infrastructures cost “…I think RUC development will be boosted by the different motorways society (i.e. Autostrade SpA), since they will have benefits in terms of cost (they could reduce the number of road tools) and queues reductions…” Centro Ricerche Fiat, GNSS Responsible Reduced pollution Further more there could be benefits in terms of noise and air pollution emission reduction and other environment issues

… and GNSS can support the development of specific applications of public interest (1/2) The example of social LBS using EGNOS for the visually impaired MOMO is a service developed by ESA with the Spanish firm GMS sistemas; It offers greater autonomy to the visually impaired, providing them with “audible maps”; It knows the location of the user, follows him and advises him accordingly; This service is provided using EGNOS/SiSNet Source: ESA

… and GNSS can support the development of specific applications of public interest (2/2) The example of the DANGER initiative in Italy The project objective is to maximize safety in transport through: Reduced accident risk, Minimized spread of an accident, and Enhanced efficiency of emergency management The ministry of transport also aimed at fostering technological innovation thanks to this project Source: Italian Ministry of Transport

Agenda Overview on the Galileo and EGNOS programmes Market opportunities Need for public actions

The benefits of public actions ILLUSTRATIVE Public actions - R&D funding - Regulations - Support to business development - Launch of socially desirable applications - International cooperation - Fostered innovation - Increased awareness - Service models definition - Interoperability - New markets development - New applications development - Improved European competitiveness - Increased public benefits

How public actions could support development of T & T applications Key service enablers Public actions Appropriate regulations to stimulate use of GNSS Development of new regulations e.g., e- Call, interoperability of road charging systems, ITS action plan… Pricing policy Cost efficient business model definition through FP projects and contests for ideas (like the Galileo masters) Access and sharing commercial data from different operators Available T&T information accessible in real-time on a “need to know” basis (M- Trade, MENTORE) Increased awareness of big potential users Promotion activities e.g., Growing Galileo event, FP projects, Galileo masters International standards EU management of Galileo International cooperation with US, China, Africa, Middle East… Source: M-Trade, GSA
