What is OARE? Online Access to Research in the Environment OARE = OARE is an Internet based portal Provides free or low cost access to major scientific and peer reviewed journals, e-books, databases, and other scientific materials in environmental sciences . Launched in October, 2006. 3100 institutions are registered Over 11,000 journals / 22,000 books / 55 other information resources / 75 publishers' content included [January 2018] Full-text coverage from 1997 onward in most cases OARE is an Internet gateway to a collection of resources (bibliographic databases, electronic journals, search engines and other Internet portals) created by other organizations. The website contains a variety of resources that will help you find citations, retrieve the full-text, search for more information on environment related topics, and help you keep up with current research. Though OARE provides access to these resources, it does not control their form or function. 19 July 2018

Primary Target Audiences Eligible categories of institutions are: national universities research institutes government: ministries and agencies national libraries locally based non-governmental agencies All permanent and visiting faculty, staff members and students are entitled to access and can obtain the institutional User Name and Password. Recently, the eligibility for not-for-profit agencies has been broadened to include locally based organizations. Those primarily funded by or affiliated with international agencies or non-governmental organizations are not eligible. Each institution will have one User Name and Password that is to be distributed to all eligible individuals from that organization. 19 July 2018

Sister Programmes Research4Life (R4L) includes five programmes: Hinari (Health Access to Research programme) AGORA (Access to Global Online Research in Agriculture) OARE (Online Access to Research in the Environment) ARDI (Access to Research for Development and Innovation) GOALI (Global Online Access to Legal Information) With one registration, institutions will have access to all 5 programmes - with the OARE username/password For more information , see www.research4life.org/ 19 July 2018

Eligibility Overview 116 countries/areas/territories qualify Institutions in the public sector or with a not-for- profit status qualify for free access to the full-text articles in OARE’s online collection. Institutions must register (just once) to receive a username and password – that will access all five R4L programmes Check with your information or communication officer to receive the username and password that gives you full access to OARE and full-text articles As is noted in the slide, remember to check with your information or communication officer first - to find out if your institution is registered. Registration is free for qualifying institutions and is done on the OARE website http://www.oaresciences.org/en/ Each institution receives 1 username and password. OARE will not accept individual registrations. The registration process will be discussed later in the course. 19 July 2018

Country Eligibility Overview (01 2012) Country/areas/territory eligibility is based on GNI per capita or HDI (human development index) Free access is available to institutions in countries with a GNI per capita of $1600 or less or HDI (human development index) less than 0.63 are eligible for free access (Group A) Access to those with GNI of $1601-$5000 or HDI less than 0.67 pay a fee of $1500 per year (Group B) 71 countries are currently eligible as Group countries and more than 44 countries are Group B 19 July 2018

Institution Eligibility Overview All OARE users may browse collection and journal abstracts without log in. You will have access to journals from Open Access publishers and a few commercial publishers. To view, download and print the full-text articles, users must be registered and must login first Login may only be done by registered institutions Students, faculty and staff at eligible, registered institutions can access full-text articles and other OARE resources – using their institutions’ password Visitors to registered institutions can use the resources while at the site Any public or not for profit institution in qualifying countries is eligible to register for OARE. Such registration enables access to full-text articles, databases and other resources. These articles can be read online, downloaded for offline storage or even be printed within reasonable limits. Here it is important to understand the concept of reasonable and ethical use of the resources as abuse can lead to an institution being suspended from the program. 19 July 2018

Technical Requirements OARE can be accessed from a PC or Mac computer connected to the Internet. 256k baud rate is necessary– to access and download files The OARE platform can function with Internet Explorer version 5.0 or higher, Mozilla Firefox version 10.0 or higher or Google Chrome . Also needed is a recent version of Adobe Acrobat Reader - to view full-text articles in PDF format. 19 July 2018

OARE: Copyright/User Agreement All registered institutions will sign a User Agreement covering: Use of the OARE password Copyright and Fair Use Agreement shall be available in your institution The Librarian or any other responsible person can adopt this version of the user agreement and put it in simpler terms that users can understand. Some institutions make users sign a shorter version of the user-agreement as a way of ensuring adherence to copyright and avoiding abuse of the resource. 19 July 2018

Use of the OARE Password Do Please Share OARE username and password with colleagues, students, faculties in your institution Do not Share with those from outside the institution Do not Use outside the country – see next slide As with any resource, there are certain rules for its usage. Within a registered institution, you are encouraged to share the password with other members of the institution and to make free use of it at your home site (however, passwords must not be displayed on the institution’s website as it is accessible outside the institution). Please be aware though, that you must access OARE from your home institution only (although this can be done with personally owned laptops). Also, OARE cannot be used outside the home country. 19 July 2018

Specific Situations - Outside the Country use (as of July 2018) Individual staff and faculty of an institution are permitted to use R4L during short-term professional trips outside the institutional environment including outside the country (e.g. 1 month maximum). Student at registered institutions may use R4L no matter where in the world they are located. Institutions with Distance Learning programmes should connect via IP-based logins but not distribute username and passwords to remote students. 19 July 2018

Copyright and Fair Use Same as typical copyright and fair use principles: It is OK, for example, to: Download or print up to 15% of a journal issue or book Use material for educational purposes (course packs or reserves) Make copies for institution members or students Be cautious but sensible 19 July 2018

Abuse of Publisher Privileges It is NOT OK to: Charge for documents, except for cost recovery for teaching materials Post content to websites or blogs that are publically accessible Change content Download all articles from a single issue Violations result in the INSTITUTION or ENTIRE country denied access until the problem is resolved. 19 July 2018

Key Hints – Registration Process Telephone and Fax fields are numeric. No blank spaces, nor symbols should be used. Comments and Activities fields have a maximum number of characters (255). If possible, include an institutional email address (e.g. smith@kemri.org or smitha@who.int not alan.smith@gmail.com ) Once you register for OARE, you will have access to all 5 programmes – as of March 2018. Lastly, the whole validation and processing takes from two to four weeks. You can check your registration by writing the Research4Life helpdesk: r4l@research4life.org 22 July 2018
