ADA PROJECT PROPOSAL – What do we want to achieve? Enhance cooperation between business and education sector in VET at regional and national levels Ensure better acquisition of labour-market relevant skills in the region (in cooperation with the business sector) through mutually recognized standards of occupations in key areas of regional economic development Analyse possiblities for development of joint/regional standards of qualifications

ADA PROJECT PROPOSAL – What are the main steps? Finalize the methodology for the regionally-based standards of occupations Test the methodology on the concrete development of regionally-based standards of occupations (4 standards) Ensure adoption of these standards of occupations at national level Ensure integration of these standards of occupations into standards of qualifications at national level Explore the possibilities of having joint/regional standards of occupations

ADA PROJECT PROPOSAL – particular attention to be paid to... Problem analysis per participating economies Cooperation with stakeholders – the project depends on strong cooperation with the relevant bodies and institutions The project should describe the willingness of participating economies for institutionalisation of the results, and the willingness fo cooperate at regional level Adoption of the regionally-based standards of occupations into the national systems The project proposal should have a detailed problem analysis per country and then discuss about joint/regional issues and challenges to be addressed by the project.   The success of the project is conditioned to strong cooperation with the relevant bodies and institutions in the participating countries. Therefore, the proposal should describe the willingness of participating countries for institutionalisation of the project’s planned results and their willingness to cooperation at the regional level. We completely miss the process regarding the validation/recognition of regional standards on national level which is crucial for the sustainability of project results. It would be good to define what is meant by “Education sector” in the framework of the project. Please be specific and consistent regarding the definition and use of terms for local partners, funding partners, target group, direct and indirect/final beneficiaries etc. Relevant national institutions should in some way be part of the target group too. Please also present in the project document how this project contributes to the achievement of specific SDGs respectively to which SDGs the project contributes. Ad Logframe: Please revise considering the following remarks: Indicators should not be identical with the activities. They should be measurable and easy to assess to be able to measure the progress of the project. Regarding output 1 an indicator could f.ex. be the number of business representatives to join project meetings. The outcome “Enhanced cooperation between the private and public sector in VET at regional and national level” > we do not see any concrete steps/activities how this should be achieved within the project. If not appropriate, please delete on the level of results. An indicator regarding the participation at country level could be developed. If possible, an indicator regarding gender equality and social inclusion should be included. All data should be sex-disaggregated. Ad Budget – we will discuss the detailed budget together with the project proposal. However, please not and revise the following arithmetic errors: Wrong calculation of the budget for the financial assistant, the proportion 30% has been double considered, once  in the unit rate (€ 540=1800*0.3) and then again in the total amount  D7*E7*0.3= 2,916=540*18*0.3. Therefore the correct amount for this budget line goes to €9,740= 1800*0.3*18 instead of € 2,916=540*18*0.3 or €6,804 more. Consequently the total budget of the project will change by a respective increase of € 6,804, and going to €377,062.00 instead of €370,258.00 Inconsistency in some sequences, unit rates, cost per unit, size, format, etc The budget for evaluation is very low and will not allow for an evaluation on regional level. As this is a rather short pilot initiative and cooperation between several partners, we suggest a less extensive review. Please also include a “kick-off workshop” at the beginning and a “lessons learnt workshop” at the end to wrap up experiences for future cooperation. As far as possible, please include the budgetary distribution per participating country/economy.
