US Educational Technology Purchasing Alliance Benefits of using convenience contract

Who Can Use the Contract? General Users- Including all Schools (public and private), Libraries, Head Start, Local Governments/Agencies, and other government entities as allowed by state/federal purchasing regulations Subscribers- Users who have given USETPA the explicit permission to seek bids on their behalf Who Can Use the Contract?

Benefits for General users Contracts are prebid and meet most state and local competitive bidding requirements thus eliminating the need for individual RFPs All awarded contracts have discounted pricing for everyday purchases All contracts are awarded on a too not exceed basis and USETPA is often able to aggregate demand and negotiate the lowest possible pricing RFPs are open ended which allows USETPA to add new vendors as user demand dictates Awards are made to multiple vendors thus ensuring competition on both national and local level No cost to user Benefits for General users

Benefits for subscribers All the benefits of General Users Schools and Libraries qualify for the use of USETPA E-Rate Form 470 which streamlines the E-Rate process Subscription helps USETPA negotiate further discounts for users by displaying potential demand to vendors Allows subscribers to be notified when vendors are offering exclusive USETPA specials No cost or obligation Benefits for subscribers

Subscribers give the USETPA the right to seek bids on their behalf but not the authority to enter into contracts on their behalf Subscribers may use USETPA Form 470 in place of an individual 470 New Form 470 is issued every January to update subscriber list and notify potential vendors of new demand Subscribers may only use the USETPA 470 after they have subscribed and 28 days have passed before issuing an individual Form 471 Subscription is valid for the life of the USETPA contract Users may use contract pricing as a response to individual Form 470 without subscribing Subscribers must conduct a “mini-bid” between vendors on contract who are eligible to provide service USETPA E-Rate consultant (New Hope Technology Foundation) is available to provide assistance with conducting mini-bid and with guidance on the correct use of the USETPA Form 470 USETPA E-Rate Form 470
