Soft Market Testing Outcomes IRN Project Soft Market Testing Outcomes Outcomes of the Soft Market Testing event held on 13th June 2018 June 2018

Background On 13th June 2018 a soft market test event was held to engage with the residential and nursing Market to share ECC and the CCGs long term vision and gain input from providers to help develop and shape our requirements for the future IRN. All known providers were invited, a notice was issued via ECA, a link from the provider portal and the Eventbrite page was available to all. The event had 25 attendees representing homes / companies in the market. Objectives: Share our outline vision with providers Obtain feedback and market perspective on key initiatives Allow providers opportunity to discuss key issues with Councillors Share information about Quality Improvement, Provider Portal, HIP Approach: The half day event was successful and comprised of: Formal presentation – to share vision and opportunity for Providers to ask questions to the panel including Cllr Spence Stands including, Care Provider Information Hub, Quality Improvement, HIP, Social Value Break out Workshop sessions to shape proposed initiatives

Key Messages and Action Plan Workshop Key Messages Actions Next Steps with Market 1. Moving to good and outstanding Quality of care Concern that CQC is the only measure of quality for the ranked list Consider how PAMMS or other quality indicators could be used to support the list providers are placed on in relation to Quality but still meeting the objectives. Workshop with providers to identify issues, explore alternative approaches and create a workable solution. Provider Workshop: 26th July 1.30-3.30 County Hall Maximum 12 providers 2. KPI’s and MIs KPIs should be used to support the overall improvement of quality of homes KPIs should be aligned to national standards to ensure adherence to both. Simplify submission of data so it is only required once from the provider Consider KPI links to other reporting requirements prosper / AQP / CQC etc Review internal data sources for recording KPIs - ISP issued dates and responses (SPT use the sourcing record in Mosaic / bed finder system requirements Review KPI recording with sourcing teams in CCGs Add Infection control as an indicator how many times a year has a home been suspended for infection control. Review possibility of linking System 1 with ECC systems – review process for provider submission of data to ECC and CCGs Share outcomes of actions for feedback prior to procurement issue. 3. Bed Availability System Overall positive feedback about the system Proposal going to digital board 18th July. Keep providers informed of outcome. If approved at Digital board: Review design of system and implementation with sourcing teams SPT and CCGS workshop with providers to support the design phase. Provider Workshop 1st August 2.30-5pm OR 2nd August 1.30 – 4pm County Hall Maximum 12 Providers 4. Revision of Exceptional needs potential Dependency Tool Needs to be more open, transparent and consistent application Clear guidance on what classes as exceptional need Trusted / Impartial Assessor model Providers to share their current dependency tools to support the development of a tool Workshop with providers to help shape the development of a dependency tool and how it will operate. 9th August 10 – 12.30 Maximum 10 providers 5. Mini Competitions Overall positive feedback about the approach for all areas but concerns on measurement of quality and the award proposal. Start a project to undertake a pathfinder for mini competitions 2018/19 winter pressures. Workshop with providers to help develop and shape the process and award approach. 23rd August 2- 4.30
