INCORPORATING RESILIENCY STRATEGIES INTO RESPONSE AND RECOVERY NJVOAD CONFERENCE 4/12/2018 Mariana Leckner, PhD, CFM LECKNER CONSULTING, LLC MARK N MAURIELLO EDGEWOOD PROPERTIES/NEW JERSEY ASSOCIATION FOR FLOODPLAIN MANAGEMENT

Response, Recovery, and Resilience: Friends or Foes? All too often, response and recovery priorities are at odds with resilience strategies. Do we incorporate resilience into response and recovery planning? Does recovery place us back where we started rather than moving us forward? Is response concerned with resilience? Can we weave resilience into our response and recovery planning? Consider the conference theme: “Engaging the Whole Community”

Points to Ponder: Engaging the Whole Community in Resilience Strategies Establish your network – who are the players? Use local context, even with template plans: what is your “local” context? Incorporate resilience strategies into response planning (the short term). Incorporate resilience strategies into recovery planning (the long term). Start with a simple strategy (multi-year plan with specific goals). Remain flexible to add, change and delete projects as needed. Review, assess, and adapt in your resilience strategy activities Collaboration to Promote Resilience Strategies in Response and Recovery Research: What do we need and how can we present that information effectively? Priorities: What priority do each of you see? Roles and responsibilities: What help can you provide and what help do you need? Grant writing and funding: Who can you partner with for balance and strength? Planning: What specific plans can contribute to those engaged in response, and recovery planning? Assessment: What is working, what is not working? Review, assess, and adapt in your resilience strategy activities
