Work Programme Implementation of the European Defence Industrial Development Programme MACIEJ SZYMANSKI Policy Officer European Commission Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs Defence I

Work programme Central to the implementation of the EDIDP Multiannual, defining areas of work for 2019 and 2020 Key objectives: Definition of project categories that will be eligible for funding under the Programme Definition of a project category(ies) dedicated to SMEs Specification of all the parameters for the calls of proposals

European Defence Industrial Development Programme Objectives of the Programme: to foster the competitiveness, efficiency and innovation capacity of the defence industry, contribute to the Union's strategic autonomy to support and leverage the cooperation, including across borders. This cooperation shall be in line with defence capability priorities agreed by the Member States to foster better exploitation of the results of defence research supporting the competitiveness of the European defence industry

European Defence Industrial Development Programme Project categories indicated in the Regulation: Preparation, protection, deployment, sustainability Information management and superiority and command, control, communication, computers, intelligence, surveillance and reconnaissance (C4ISR), cyber-defence and cybersecurity Engagement and effectors

Programme Committee Top-down approach: Bottom-up approach Fostering competitiveness and innovation capacity that shall contribute to the EU strategic autonomy Consistent with defence capability priorities commonly agreed by Member States Inputs for the top down approach: CDP / CARD Bottom-up approach Based on the input from Member States on ongoing and ready-to-start projects as well as projects that were submitted to PESCO Industrial perspective Strengthening of competitiveness and innovative capacity of the EU defence industry Bridging the gap between defence research and development Endeavouring in emerging (often disruptive) technologies

Cross-border SMEs participation EDIDP not only for large Member States and large companies – it provides opportunities for all EU's defence industry regardless of size and location within the EU. Award criteria and bonus system for project with substantial cross-border SME participation (as members of the consortium, subcontractors or within the supply chain) 10% of the overall budget shall benefit the cross-border participation of SMEs Specific project category solely focused on consortia of SMEs

EDIDP implementation - process overview Work Programme Discussion on the Work Programme (Commission financing decision + category of projects) in the informal Programme Committee and its approval by the Programme Committee (first Comitology) Calls for proposals Publishing of the calls for proposals with the categories of projects agreed by the Member States in the Work programme Evaluation Evaluation by the Commission, assisted by independent experts, of submitted proposals on the basis of the eligibility and award criteria Approval of projects Approval of the selected projects by the Member States in the Programme Committee (second Comitology) Grant agreement Adoption by the Commission of the decision to grant the funding and signing grant agreements with selected beneficiaries
