Fiscal transparency in Uruguay: next steps and challenges Jakarta, 13-15 September 2016

Current webpage will be substituted by a new Budget Transparency Portal Expected launching: May 2017 Committed in OG National Plan 2016-2018 Current: Public Policy Observatory

Portal’s objective Our Portal should be a significant contribution to transparency of public expenditure, budget and evaluation of public policies Offering different information outputs to different audiences Adding value by integrating, linking and allowing users making sense of the information they get Facilitating their understanding and engagement in public debates on policies and public expenditure

Consultation During initial design (current) stage Analysis of information requests dataset Workshop with 11 academics and government policy analysts Online surveys to 12 qualified informants (OSC activists, academics and journalists) Interviews to 7 of these informants. A synthesis of the Portal project was published and subject to public online consultation as part of the third Open Government National Plan. We are still waiting for the results. In the future: Ongoing, iterative interaction for co-creating specific information outputs tailored for specific audiences. “Open ears” through different channels

Information to be included in our Portal Content, reach, sources of information Information to be included in our Portal Current situation Revenues and expenditures of public sector (not only national budget) Not consolidated. Published in formats which can be understood only by experts. Usually not open formats National budget: Planning (objectives and goals), financial (assignment and expenditures) and performance information (KPI’s and evaluation reports) Planning and performance information are only partially published and not clearly enough linked to financial information. National budget: financial information We still can publish more, or more frequently. And it can be shown through different outputs which could be understood by different audiences. (E.g. Lay citizens do not analyze open data) Financial and performance information of State Owned Companies; More Autonomous Public Bodies and Sub National Governments.   Most of this data is only partially published as tables. So it remains not usable by many audiences. Some of it remains unpublished. National Evaluation Registry Most public policy / projects evaluation reports remain dispersed and/or unpublished. Sustainable Development Goals These goals and its KPI are just being set. For Uruguay, this information will be displayed in our Portal.

Content, reach, sources of information Opportunities, challenges and solutions We will make our best efforts to make integration and upgrading automatic, using available or new information systems when needed. We learnt through experience that such a Portal cannot rely just on “handmade” collection to keep its information upgraded. Opportunity: Advances in open government data in Uruguay Government interoperability platform which allows government offices to exchange data in a fast and secure manner. Main challenge: getting automated access to some of the datasets we intend to publish.

IT for interactive platforms, functionality and programming Only Part-time IT resources. Help from E-Gvt agency for setting/checking compliance with usability and accessibility standards Outsourced development, In-house maintenance. Specific budget: only for the initial web design and configuration of our platform. Interoperability with source information systems is one of our main challenges.

Commucation and promotion strategies We don´t have budget for mass media. We will rely mostly on social media and our professional networks SUGESTIONS ARE WELCOME!!!!
