Actual policy / main targets Up to now high degree of decentralisation – has been successful but shows tendency of fragmentation Big agencies go ahead – smaller lag after… Government moves towards a more active stance: The 24/7 Agency Delegation. The Government Interoperability Board. Continuously trying to find the proper balance between centralisation and decentralisation in order to ensure a rapid development of e-services at all levels and in all sectors of government. Most important building blocks / implementation strategy Front office: Second frame agreement for electronic identification services Frame agreement for Infra-services Back office: Frame agreement for secure and catalogue based interoperability between agencies, SHS (comp. IDA eLink).
