COOP Overview Continuity Plan will: Continuity Plan documents: Provide for continuation of essential functions. Enable a rapid response to any emergency situation. Continuity Plan documents: What will occur in a continuity situation. How and how quickly continuity actions must occur. Where continuity operations will occur. Who will participate in continuity operations.

Elements of a Continuity of Operations Plan Federal Continuity Directive 1 (FCD 1) identifies 10 elements for a viable continuity plan: Essential Functions Orders of Succession Delegations of Authority Continuity Facilities Continuity Communications Essential Records Management Human Resources Test, Training, and Exercise (TT&E) Devolution of Control and Direction Reconstitution Operations Federal Continuity Directive 1 (FCD 1) FCD 1 provides direction to all Federal executive branch agencies for developing continuity plans and programs. Continuity planning facilitates the performance of essential functions during all-hazard emergencies or other situations that may disrupt normal operations. FCD 1 also serves as guidance to State, local, tribal, and territorial governments. All organizations, including nongovernmental organizations (NGOs), can benefit from continuity planning.

In response to feedback received from coalition members, we have been providing trainings related to active shooter and mass fatality incidents. We will also be providing a training on the importance of Individual Preparedness for staff in long term care environments to increase staff retention during emergencies, as well as trainings on medical counter measures, responder resiliency, and managing a power outage in a long term care environment.

These trainings are on topics such as how we would share information, how we staff the Emergency Operations Center, and how we would track inventory. These trainings are often supported and follow up by drills and exercises to give our staff the opportunity to practice what they have learned.

We will also be sponsoring a regional drill to test the transportation, distribution, and inventory management process involved in a mass dispensing incident. In November, we will be running a highly infectious disease tabletop. And in June of 2017, we will be participating, along with many of you again, in a state-wide full scale exercise to test the medication dispensing process during a public health emergency.
