Background strategic level decision making must be enhanced taking into consideration the risks and possibilities involved in the process, using the best data and tools available: good background information of the past, present and future development good analytical tools for consistent evaluation of possibilities and scenarios a will to use analytical information for the best of the country in the decision making process. Truthful information to the people January 9, 2003 matrex oy

Objectives and the scope knowledge management system for freight transport on strategic level an open system for decision makers experts and researchers, companies, public organizations, general public emphasis on the Baltic and Barents areas, also other European countries and continents included based mostly on the existing data STEMM STREAMS SCENES EUROSIL etc. January 9, 2003 matrex oy

Description of the freight transport system (STAN) Concept FRISBEE FRISBEE-board USERS User Interface Description of the freight transport system (STAN) LINKS - data- bases - research-programs - etc. January 9, 2003 matrex oy

Contents Supply: Demand: Costs: Data on general background variables transport networks and terminals for all the modes transport services on all the networks and terminals Demand: freight flows aggregated to 12 commodity groups between NUTS3 defined zones Costs: unit cost for all the modes and commodities Data on general background variables population, employment, GNP etc. January 9, 2003 matrex oy

Cost components By mode and by commodity, for links and transfers: Operation costs Risk of damage Reliability Value of goods Transport time Frequency January 9, 2003 matrex oy

Possibilities Scenario development, comparison and analysis Public presentation of certain plans and scenarios (through internet) Updatable data bank of freight transport system (once a year) Project development at marginal cost January 9, 2003 matrex oy

The Modelling software (STAN) STAN = “Strategic Transportation ANalysis” The objective of STAN is to assist the strategic planning of multiproduct multimode transportation systems. The aim is to correctly represent the elements of the system, to capture their interactions, and to obtain an overall estimation of the movements of most (all) “products”, by most (all) of the “modes” available, following various assignment criteria and scenario definitions. The modelling approach as well as the initial version of STAN, were developed in the late 80’s at the Center for Research on Transportation (C.R.T.) of the University of Montréal. Since 1988, technical support and development has been provided by INRO Consultants. January 9, 2003 matrex oy

Model components (STAN) January 9, 2003 matrex oy

Data bank January 9, 2003 matrex oy

Zones January 9, 2003 matrex oy

Road Network January 9, 2003 matrex oy

Rail Network January 9, 2003 matrex oy

Demand: exports from one zone in Finland (excl. Russia, y. 2000) January 9, 2003 matrex oy

Demand: import from Russia to one zone in Finland (y. 2000) January 9, 2003 matrex oy

Possible Frisbee applications in analysis combination of infrastructure projects cost/benefit analysis location of new facilities alternatives for various types of infrastructure projects environmental impact studies energy consumption shift in modal share withdraval of services on certain facilities sensitivity analysis regarding network and cost structure changes rationalizing of services toll roads and tunnels domestic and export/import freight flows hazardous goods empty vehicle movements combined transportarion intermodal transshipments traffic restrictions interperiod warehousing choice January 9, 2003 matrex oy

Some Case Studies Assumptions: Fixed demand in level of y. 2000, for 12 commodities Only imports and exports (no intrazonal flows) Costs in market prices Comparisons to base scenario (2000) January 9, 2003 matrex oy

Reduced Fairway Dues The fairway due, based on ship size and ice class, was reduced by 50% in the Finnish territorial waters in 2000/2001. Frisbee data bank was tested with the same inputs. Results: Transito freight at the Russian border increased by 2.5 -4 million tons/year; this is in accordance with the real data truck freight increased by 0.5 million tons/year Transport work increased inside Finland: 400-600 million tonkm´s January 9, 2003 matrex oy

Reduced Fairway Dues 2 changes on the rail network January 9, 2003 matrex oy

Road fees on TEN-road network Higher road fees on TEN-road network, based on the White Book of EU Four values tested, min. 0.08 max. 0.36 EUR/vehiclekm January 9, 2003 matrex oy

Road fees, Some results Total transport work of Export/Import in the Frisbee area will increase 4…16 bill. tonkm Road transports in Finland will decrease 15…35% Rail transports in Finland will increase 10…25% Total transportation costs in the system will increase 1.3 … 3.0% (1…2 bill. EUR/year) Cost components related to level of service (reliability, risk of damage, frequency) will increase 9…17% January 9, 2003 matrex oy

Road fees; Changes on the rail network January 9, 2003 matrex oy

New Baltic Rail Connection A quick mental test A new railway with European standard from Warsaw to Tallinn via Kaunas and Riga The Baltic states are members of the EU The new rail connection will be fast and reliable The sea connections between Finland and Estonia are respectively enhanced (II phase) January 9, 2003 matrex oy

Baltic Rail Connection; plot 1 Changes on the rail network, I –phase. (1000 tons/v). January 9, 2003 matrex oy

Baltic Rail Connection; plot 2 Changes on the rail network, II –phase compared to I-phase. (1000/v). January 9, 2003 matrex oy

Development Work is going on to enhance the system in Russia, especially in the St. Petersburg region and North-Western part of Russia January 9, 2003 matrex oy
