SISTEM JAMINAN KUALITI TUNGGAL SESI DIALOG ANTARA FEMAC, PTPK DAN JPK DI ILP KUALA LUMPUR 24 JANUARI 2018

TUJUAN: Memaklumkan draf cadangan pelaksananaan Sistem Jaminan Kualiti Tunggal TVET yang sedang dipertimbangkan oleh Unit Perancang Ekonomi Pemakaian dokumen Code of Practice for TVET Programme Accreditation dalam pelaksanaan jaminan kualiti program-program TVET oleh MQA dan JPK. Penubuhan Jawatankuasa Teknikal Bersama (Joint Technical Committee, JTC) Jaminan Kualiti TVET yang bertanggung-jawab menyelaras dasar dan proses jaminan kualiti program TVET. Penambahbaikan laluan pendidikan graduan TVET. 1 2 3

RANCANGAN MALAYSIA KESEBELAS 2016-2020 BAB 5, BIDANG FOKUS B, STRATEGI B1 MEMPERKUKUH TADBIR URUS TVET UNTUK PENGURUSAN YANG LEBIH BAIK Menubuhkan Sistem Akreditasi Tunggal Sektor TVET sedia ada yang tidak bersepadu akan diperkukuh melalui penubuhan sistem tunggal yang akan diguna pakai oleh MQA dan JPK bagi tujuan penyelarasan dan pemantauan TVET yang lebih baik. Sistem baharu ini akan bertanggungjawab mengakreditasi program TVET yang ditawarkan oleh institusi TVET awam dan swasta berdasarkan Kerangka Kelayakan Malaysia (MQF) sedia ada yang disemak semula. Strategi ini membolehkan mobiliti pelajar antara semua institusi TVET.

CODE OF PRACTICE FOR TVET PROGRAMME ACCREDITATION STANDARD TVET PROSES JAMINAN KUALITI TVET DEFINISI TVET is education and training process that has occupational direction with major emphasis on industry practices. It aims to produce competent workforce in related fields for socio and economic objectives of the country. The scope of TVET should be based on recognised occupational standards, contain at least 60% practical component, emphasize psychomotor skills, including industrial exposure (Level 1-2, MQF), industrial training component (Level 3-5, MQF) and TVET project. KKM (MQF) TAHAP 1 – TAHAP 5 SAHAJA OCCUPATIONAL STANDARDS Standards which are certified, recognised and endorsed by MQA and DSD (JPK) to be used as a benchmark in determining individual’s performance in a specific field/discipline. The Standards underlined the expectation of achievement and the amount of knowledge and skills required to perform effectively as described by the industry. NOSS is one of the recognized Occupational Standards.

PROGRAMME DEVELOPMENT & DELIVERY - Curriculum Design

OCCUPATIONAL STANDARDS The TVET programme must be considered only if occupational standards, is used as a basis of curriculum development. Definition of Occupational Standards Standards which are certified, recognised and endorsed by MQA and DSD to be used as a benchmark in determining individual’s performance in a specific field/discipline. The Standards underlined the expectation of achievement and the amount of knowledge and skills required to perform effectively as described by the industry. National Occupational Skills Standards (NOSS) is one of the recognised Occupational Standards.

PROGRAMME DEVELOPMENT & DELIVERY - Programme Level

STUDENT LEARNING TIME (HOUR) (1 credit = 40 notional hours) PROGRAMME LEVEL QUALIFICATION/ LEVEL STUDENT LEARNING TIME (HOUR) (max 8 hours per day – inclusive face to face, non face to face, self learning & assessment) MINIMUM CREDITS (1 credit = 40 notional hours) NORMAL DURATION Certificate/ Level 1   600 15 6 months Level 2 1200 30* 12 months Level 3 2400 60** 24 months Diploma/ Level 4 3600 90*** 3 years Advanced Diploma/ Level 5 1600 40 1 year For Malaysian Skills Certification System, duration for:   Level 3 is one year plus three to six months of industrial training; Level 4 is one year plus six months of industrial training; and Level 5 is one year plus six months of industrial training. For Malaysian Skills Certification System:   *15 credits may be completed during Certificate Level 1 in the same field; **30 credits may be completed during Certificate Level 1 and 2 in the same field; and ***60 credits may be completed during Certificate Level 1, 2 and 3 in the same field.

MINIMUM ENTRY REQUIREMENT 1. PROGRAMME BY LEVEL MQF LEVEL MINIMUM ENTRY REQUIREMENT 1 Has reading, writing and arithmetic skills. 2 Has reading, writing and arithmetic skills; and Possess Certificate Level 1 or equivalent in the same field. 3 Minimum age of 17 years old with reading, writing and arithmetic skills; Possess Certificate Level 2 or equivalent in the same field. 4 Minimum age of 18.5 years old; Possess Certificate Level 3 or equivalent in the same field. 5 Minimum age of 20 years old; Possess Diploma Level 4 or equivalent in the same field.

PENAMBAHBAIKAN LALUAN PENDIDIKAN TVET SPM adalah satu syarat untuk graduan TVET melanjutkan pengajian kecuali graduan dengan pencapaian cemerlang. Walau bagaimanapun, pelaksaan syarat SPM adalah tertakluk kepada ketetapan Kementerian yang berkaitan. TEACHING STAFF

QUALIFICATIONS OF TEACHING STAFF QUALIFICATION/ LEVEL QUALIFICATIONS OF TEACHING STAFF  Certificate/ Level 1 SKM Level 3 in the relevant field; OR Certificate Level 3 in the relevant field; OR Diploma in the relevant field. AND certification of teaching competency. Level 2 SKM Level 3 in the relevant field; OR  Certificate Level 3 in the relevant field; OR  AND certification of teaching competency.   Level 3 DKM in the relevant field; OR  Definition of Teaching Competency: A recognition of one’s ability in potraying required teaching skills for a subject matter.   Examples are Vocational Training Operation (VTO), Kursus Pegawai Latihan Vokasional, Sijil Latihan Mengajar TM 001, IPG, Ikhtisas and Sijil Perguruan KPLI.

QUALIFICATIONS OF TEACHING STAFF Advanced Diploma/ Level 5 QUALIFICATION/ LEVEL QUALIFICATIONS OF TEACHING STAFF  Diploma/ Level 4 DLKM in the relevant field with one year of related industrial experience; OR Bachelor’s Degree in the relevant field with one year of related industrial experience. AND certification of teaching competency.   Advanced Diploma/ Level 5 DLKM in the relevant field with two years of related industrial experience; OR Bachelor’s Degree in the relevant field with two years of related industrial experience. A Circular will be issued to state on the transition period required (e.g. 5 years) for the TVET providers to fulfill the requirement of related industrial experience. The industrial experience must be significant to the Discipline Core Modules (functional) of the taught programme.

PEMBANGUNAN & PENYAMPAIAN PROGRAM APA YANG BARU? LIBAT SAMA INDUSTRI KELAYAKAN MASUK FLEKSIBEL PEMBANGUNAN & PENYAMPAIAN PROGRAM Kolaborasi dalam pembangunan, semakan dan penambahbaikan berterusan program. Inovasi dalam penyampaian dan penilaian TVET (cth. pembangunan bahan penilaian dan penilaian bersama). Pelajar mendapat industrial exposure semasa mengikuti program Sijil TVET Tahap 1 dan Sijil TVET Tahap 2. Pelajar mengambil industrial training semasa mengikuti program Sijil TVET Tahap 3 (3-6bln), Diploma TVET Tahap 4 (6bln) and Diploma Lanjutan TVET Tahap 5 (6bln). Tenaga pengajar TVET diberi latihan di industri sebelum dan semasa dalam perkhidmatan. Hanya tenaga pengajar yang mempunyai pengalaman industri boleh mengajar program Diploma TVET Tahap 4 and Diploma Lanjutan TVET Level 5. Perkongsian sumber.
