Supporting People Review Presentation for NIFHA Care and Support Conference – 17 June 2014 Stephen Martin, Deputy Director, Housing Policy Delivery

Overview Why a review? Its parameters Getting involved Progress so far Early emerging issues What’s next?

Why a review? Over £600 million spend on SP since 2003 No VFM or policy review in that period Value of robust evidence to support future resource bids Support continuous improvement

What? Terms of reference on DSD web-site: http://www.dsdni.gov.uk/index/hsdiv-housing/hsdiv-publications/promoting_social_inclusion.htm

What? Objectives of the review: provide an overview of existing provision and current expenditure broken down by category of service, and an assessment of the extent of which needs are being adequately met; evaluate the Supporting People policy and programme and the extent to which it has met its core aims in an economic, efficient and effective way since its launch in 2003;

What? consider whether an adequate strategic, legislative and administrative framework is in place for the efficient and effective delivery of the Supporting People policy and programme in future; And where appropriate, make recommendations to improve the efficiency and effectiveness of the service.

How, who and when? Modular review Mix of desktop research, site visits and stakeholder engagement Led by DSD with critical input from others, especially tendered research Draft report in early 2015 Working towards final report in March 2015

Getting involved Engagement through CRISPP and NIFHA Project advisory group – a forum for service providers to contribute. Workshops with providers in the autumn Research – potential for involvement Service users – accommodation-based research project and resettlement research ongoing.

Progress so far? Work on blockages to new supported housing VFM research on floating support Other research completed New research underway now or shortly Some early issues emerging

Early emerging issues Outlook for Government finances Large number of providers – challenges of scale and oversight costs? Procurement or better collaboration? Floating support – opportunities for different models involving more floating support? Capturing the opportunities of TYC

What’s next? Taking stock of the work done to date Researchers on NIHE/DSD funded work on SP accommodation-based services to begin work in summer. DSD to work through individual elements of the review Business case on three projects that emerged from work on blockages to new supported housing Engagement with service users and providers through the autumn.
