Applied restrictions were: Take-offs and landings of jet planes when ICAO Annex 16 Volume I Aircraft Noise App 2 >89 EPNdB not allowed between 0.30-5.30. The number of landings (jet planes) between 00.30– 05.30 can not increase substantially compared to the avarage number of landings in years 2007–2009. Take-offs and landings of freight jet planes are not allowed between 00.30–05.30.

Trafi’s decision The operation restrictions are not nessessary within the framework of the environmental objective. Therefore, according to the Aviation Act (& balanced approach), there is no legal ground to set the operational restrictions. 10/11/2018

The environmental objective: ‘The 2025 aircraft noise area (Lden >55 dB) recognized in the environmental permit decision will not change in the long-term, so that apart from any new land use the total number of residents within the noise area will not increase.’ ‘The starting point is the 2025 estimate and its evaluation on the basis of the 2009 population material - the number of residents in the area is 20,900.’ ‘If any land use planning solutions are made to build new residential areas and bring new residents into the noise area, Finavia can have no effect on such solutions, and these new residents are not included in the environmental objective.’ 10.11.2018

In 2013: 17 600 residents  20 900 ~ 19 % Lden : equivalent continuous noise level over a whole 24- hour period, but with noise in the evening (19:00 to 23:00) increased by 5 dB(A) and noise at night (23:00 to 07:00) increased by 10 dB(A) to reflect the greater noise-sensitivity of people at those times. 10.11.2018

Special status of the EFHK No alternative airport According to the environmental objective the maximium number of residents living in noise area is (20 900) - ca. 2 % of all residents living in traffic noise areas Trafi monitors regularily the changes in noise pollution. 10.11.2018

The increase in air traffic is expected in the long run The increase in air traffic is possible within the framework of the environmental objective (noise objective). -> Night-time traffic & noise can not increase uncontrollably. Finavia has additional measures to control night-time noise: higher night-time noise charge QC-system which controls the number and noise levels of flights If Finavia does not stay within the framework of the environmental objective, it may apply operational restrictions. 10.11.2018

QC-system (Quota Count System) Monitoring the total aircraft noise volume in a similar manner to the QC system used by London airports, and expand the system to cover the regulation on the number and quality of flights in the future if traffic develops uncontrollably. Through this gradual approach, Finavia will first develop standard methods and processes to monitor the total QC value. The monitoring process will be carried out in connection with increased noise charges applicable to nighttime traffic and loud aircraft in a way that, in the initial phase, the noise charge can be considered to be sufficient to guide the use of aircraft between 12:30 a.m. and 5:30 a.m. and later, if required, the connection of the total QC value to slot coordinates ensures that the calculated total aircraft noise during the night from 10:00 p.m. to 7:00 a.m. can be controlled. 10.11.2018

What happens next? The Government bill for amending Aviation Act was sent to the Parliament on October 2015. One of the aims of the Government bill is to implement national responsibilities caused by the Regulation of the European Parliament and Council (N:o 598/2014) on the establishment of rules and procedures with regard to the introduction of noise-related operating restrictions at Union airports within a Balanced Approach. Trafi will very likely be the competent authority. Trafi will continue to be active in promoting land use planning and management policies to limit the encroachment of incompatible development into noise-sensitive areas. Trafi will continue to promote the updating of the noise areas to the Regional Land Use Plan. Discussion about so called ’buffer zones’ around the >55 dB noise area. The city of Helsinki: buffer zone 50-55 dB(A), 32 dB soundproofing in the local building code. Aviation Act – Goverment Degree: A group of stakeholders/interested parties will be constituted to improve collaborative approach in noise management. 10.11.2018
