Key Principals for use of non-survey data Statistics Canada influences, has access to and makes maximum possible use of administrative and alternative data in its statistical programs, resulting in reduced response burden, lower costs, improved quality and new data series for users, while maintaining public trust. Provide suppliers of administrative data with a secure and user-friendly electronic transmission option Use of secondary data sources can be used for a variety of purposes (e.g. direct replacement, confront existing data) Invest in the systems of the Energy Statistics Program to improve the integrate and use of administrative data Support ongoing research of external sources to fill energy data gaps 10/11/2018

Example 1 – Oil and Natural Gas Crude Oil and Natural Gas (monthly release) – provides both supply and disposition and brings together data from three monthly survey programs and a number of administrative data sources. Inputs from Provincial and Territorial government regulatory authorities are provided monthly (e.g. Production, Royalties, Drilling Activities, etc.) National Energy Board (NEB) – Federal government authority (pipelines, energy development, trade) 10/11/2018

Example 2 – Electricity Electricity (monthly and annual releases) – provides estimates on supply and disposition of electricity from electric utilities and industrial establishments that generate and distribute electric power. Administrative data used to supplement and replace survey data and/or for data validation. Administrative data sources include: Regulatory Corporate filings Publications of Provincial Utility Boards, other regulatory submissions (i.e. NEB) and of Provincial Transmission System Operators Publically available US based Transmission System Operators (TSOs) 10/11/2018

Example 3 – Energy consumption Industrial Consumption of Energy (annual release) – provides estimates of energy consumption by manufacturing establishments in Canada. Administrative data is used as a direct source for specific industries. Forest Products Association of Canada (FPAC) 10/11/2018

Plans for Expansion Monthly Oil Pipelines – PETRINEX Expansion Project Federal/Provincial strategic organisation supporting the upstream, midstream and downstream petroleum industry Evaluating information that can be used to: Improve industry coverage/enhance frame Reduce response burden Fill gaps for complex reporting units Provide additional industry / company detail Improve data quality (Coherence) Important source for data validation and data confrontation Renewable Energy – Electricity Surveys Evaluating a number of new sources administrative data sources that include: Provincial and Territory data for Peak load and capacity data Federal departments (i.e. Natural Resouces Canada’s Off-grid data for Remote Communities database, NEB’s Renewable database) Publically available sources on capacity data for renewable variables such as wind onshore (offshore in the future), solar PV and thermal, hydro, tidal, geothermal, bioethanol, biodiesel 10/11/2018
