Classification System of Nepal HARI PD. POUDYAL Statistical Officer Central Bureau of Statistics Kathmandu, Nepal 11/11/2018

Introduction Nepal has a centralized statistical system. The Nepalese statistical system consists of different statistical organizations and central bureau of statistics (CBS) play a coordinating role. The statistical data produced by other ministries and departments are made consistent through statistical council, a powerful body, in which vice chairman of NPC act as a chairperson and Director General of CBS act as a member secretary of the council. Most of the secretary of ministries level are member of the council. CBS has 33 branch offices scattered in different district covering the kingdom. 1 11/11/2018

Intorduction Cont... CBS prescribes uniform statistical standards and classification system for adoption of government agencies to ensure uniformity and comparability of various statistics in the country.

EXISTING CLASSIFICATION SYSTEM At present CBS produced only two standard classifications. The Nepal standard Classification of Occupation – 2000 (NSCO-2000) · The Nepal standard Industrial Classification – 2000 (NSIC- 2000) · Central Product Classification (CPC) is under the discussion. 2

NSIC – 2000 Central bureau of statistics has produced NSIC –2000 and requested for adoption by all government agencies and other statistical organizations. The NSIC –2000 is produced so as to meet international comparability. The structure of ISIC Rev. 3 has been maintained as far as practicable. Some modifications are introduced to reflect national situations and fulfill the national requirements. 3

NSIC - 2000 Cont… Nepal has been adopting the International standard industrial classification of all economic activities for purpose of international comparability by arranging the activities in such a way that deleting of some irrelevant activities and adding some new activities. 4

NSIC - 2000 Cont… Ø 0150 " Hunting Trapping and game propagation including related service activities " has been deleted. Ø 1724 " Manufacturing of jute and jute goods" has been added. Ø 2310 "Manufacture of coke oven products" , 2330 "Processing of nuclear fuel" and 2813 "Manufacture of steam generators except central heating hot water boilers" has been deleted Ø Group of 351 "Building and repairing ships" has been deleted. Ø 3520 "Manufacture of railways and tramway locomotives and rolling stocks " and 3530 "Manufacture of aircrafts and spacecrafts " has been deleted. Ø Group of 359 "Manufacture of transport equipment n.e.c " has been deleted. Ø ...

5 ON DISCUSSION LEVEL v Activities concerns with mountain region. v Some of Nepalese traditional industry. v Manufacture of electronic data processing. v Manufacture of components and devices (semi conductors). v Manufacture of automotive electronics e.g. small robot 5

ON DISCUSSION LEVEL Cont… v Manufacture of medical and industrial instrumentations. v Manufacture of communications and radars. v Manufacture of control and instrumentations. v Rearranging the major groups " Construction" as our national needs by category or class.

ON DISCUSSION LEVEL Cont… v Rearranging the activities related to information and communication technology e.g. ICT sub contracting work and ICT sub –cluster v Rearrange 5150 " Wholesale of Machinery equipment and supplies" and 5239 "other retail sale in specified stores" is necessary to divide in separate category. v Rearrange 3000 " Manufacture of office equipment, accounting and computing machinery" is necessary to divide in separate category. v Assembling of the motor ( engine), vehicles etc. v ...

CENTRAL PRODUCT CLASSIFICATION (CPC) At present CBS is using CPC as internationally prescribed. 6

7 ON DISCUSSION LEVEL ON DISCUSSION LEVEL CBS is intended to produce Nepal Standard Central Product Classification (NSCPC). It is also on discussion level and detail is not worked out. o Adding some of products of Nepalese context. o deleting irrelevant products to Nepal. o Constructing a good linkage between NSIC and NSCPC and or other classifications. o Some of oil ( mustard oil, soybean oil and seas am oil, Linseed oil) and their weightage is not suitable as national needs e.g. production index. 7

Conclusion Nepal has produced NSIC – 2000 at four digit level adopting as of the frame of ISIC Rev. 3. We have agreed that new activities with more weightage should be arranged. The next revision of NSIC would hopefully to be able to tap on those new activities. NSCPC is under discussion and hope that it also able to tap those new products .
