Legislative Funding Source As provided by law, to finance or refinance: the acquisition and improvement of land, water areas, and related property interests, including conservation easements, and resources for conservation lands including wetlands, forests, and fish and wildlife habitat; wildlife management areas; lands that protect water resources and drinking water sources, including lands protecting the water quality and quantity of rivers, lakes, streams, springsheds, and lands providing recharge for groundwater and aquifer systems; lands in the Everglades Agricultural Area and the Everglades Protection Area, as defined in Article II, Section 7(b); beaches and shores; outdoor recreation lands, including recreational trails, parks, and urban open space; rural landscapes; working farms and ranches; historic or geologic sites; together with management, restoration of natural systems, and the enhancement of public access or recreational enjoyment of conservation lands. restoration of natural systems

Environmental Connection Reclaimed Water Uses State Goal The encouragement and promotion of water conservation and reuse of reclaimed water, as defined by the department and used in this chapter, are state objectives and considered to be in the public interest. Environmental Connection Impact offset means the use of reclaimed water to reduce or eliminate a harmful impact that has occurred or would otherwise occur as a result of other surface water or groundwater withdrawals. Substitution credit means the use of reclaimed water to replace all or a portion of an existing permitted use of resource-limited surface water or groundwater, allowing a different user or use to initiate a withdrawal or increase its withdrawal from the same resource-limited surface water or groundwater source provided that the withdrawal creates no net adverse impact on the limited water resource or creates a net positive impact if required by district rule as part of a strategy to protect or recover a water resource. Executive Order of August 15, 2017 Main Focus: Environmental and Permitting Process Streamlining Goal of 90-day permits and 2 year review for “major infrastructure projects.” From the Fact Sheet for the E.O.: “The President has dedicated $200 billion in his budget as part of a $1 trillion investment plan to rebuild infrastructure… States and cities will receive grants to meet their own infrastructure challenges. Qualified projects of regional and national significance, such as those created under the Transportation Infrastructure Finance and Innovation Act, will receive loans.”
