Rail transit Anna BIAŁAS-MOTYL 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 9 Doc Rail-2009-8_2

Transport operations not considered as transit: Definition of transit “Transit” = Rail transport through the reporting country between two places outside the reporting country (Regulation 1192/2003) Transport operations not considered as transit: loading/embarkation unloading/disembarkation A transit country is therefore a country other than the country of loading or unloading of goods/passengers at the border of the reporting country from/onto another mode of transport 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 9 Doc Rail-2009-8_1

Example of transit declarations with overseas countries Data extraction from dataset A3 Transit was reported for transport taking place : to/from a unique country located outside Europe between two different countries located outside Europe on the same continent between two different countries located outside Europe, both located on different continents between two different countries, of which one is located outside Europe - may be regarded as transit under certain conditions 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 9 Doc Rail-2009-8_1

Transit with Far East countries Goods loaded in China on a ship and transported to country XX (e.g. FR), then unloaded from the ship, loaded on rail wagons and transported to Germany by rail Not rail transit but international rail transport (from France to Germany) Goods loaded on rail wagons in China and the wagons loaded on a ro-ro vessel, arrived at a sea port in country XX (e.g. IT) and continued their journey to Germany by rail May be rail transit (but it is very unlikely because of technical obstacles and costs involved) Goods loaded on rail wagons in China and then reached Germany (passing through country XX, e.g. PL) using the Trans-Siberian Railway Rail transit via PL Trans-Siberian 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 9 Doc Rail-2009-8_1

List of overseas countries A list of overseas countries prepared (available at the end of WG document 8) Aim of checking of the overseas countries: exclusion of typing errors (BE instead of BR) detection of transit reported while it should not be regarded as transit confirming possible cases of transit with overseas territories (e.g. via Trans-Siberian Railway or using ro-ro techniques) New validation rule: warning to data providers ‘’The indicated International Transport or Transit does not seem to be a pure rail transport but rather seems to be an overseas transhipment transport. Please make sure that your reported International Transport or Transit is compliant with the Rail International Transport or Rail Transit definition in Regulation (EC) 1192/2003 and in the Guidelines document. International Transport or Transit Rail transport to China via the Trans-Siberian Railway could be an exception as well as International Transport or Transit Rail transport by ro-ro vessel. But this type of transport is quite rare between continents (over the ocean (deep-sea transport)).'' 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 9 Doc Rail-2009-8_1
