BILL – Becomes a LAW Applies to MOST OF THE PUBLIC. Usually has ENFORCEMNT. IT IS A LAW if passed.

CONCURRENT Resolutions can just “Express”or “Recognize” Express the need to suppress religious hate groups Express the need to pay ___ more. Express appreciation for _____ Recognize _____ for _____. Express the need for a “fat tax”. Recognize the need for better safety rules/helmets in High School football. Recognize a disease/disorder and the fight.

JOINT RESOLUTION ACT that JUST CONTROLS GOVERNMENT – NOT APPLY TO MOST OF THE PUBLIC. OR IDEA for a CONSTITUTIONAL AMENDMENT.

BOTH MUST BE U.S. CONGRESS POWERS! Expressed, Implied or Inherent Mandate if STATE POWER Justify with EXPRESSED POWER if it hasn’t been done before. CANNOT BE ENACTED/LAW (Passed) currently! YOUR Bill and YOUR Resolution must be different topics/issues.

Leave BLANKS for # and Committee NUMBER THE LINES! MAKE IT YOUR OWN!!!! ONLY ONE PAGE EACH. + FACTS - Change words and take out unneeded for us.
