FINANCING FOR DATA Partner Report on Support to Statistics October 2018

Introduction Starting from 2008, PARIS21 publishes the PRESS (Partner Report on Support to Statistics) annually to monitor global commitments to statistical development. More and better-targeted financial support will be vital to ensure robust SDG monitoring at the national level The number reported in PRESS is the source for SDG indicator 17.19.1: “Dollar value of all resources made available to strengthen statistical capacity in developing countries”

Global Financial support to statistical development Trends up to 2016 Global Financial support to statistical development 3 data sources: Projects reported directly by donors Projects from DAC database whose main purpose is “Statistical Capacity Development” Projects from DAC database whose purposes include “Statistical Capacity Development”. Only projects from the 3rd source need a deeper look at the budget allocated to statistical activities. We use historical data with budget allocation information to estimate this number. Thus the third source is always an estimation. It accounts for only 10%-15% of the total number. From next year, the DAC will ask reporters to provide detailed budget information. Highlight Number USD 623M 28% 69% 30% USD 31 M Support to statistics amounted to USD 623 million in 2016. 28% Demographic and social statistics is the most preferred statistical area for support (28% of total commitments in 2016). Support to environmental and multi-sectoral statistics reached a record level with the adoption of the SDGs and 2030 Agenda. 69% The top 5 donors of development co-operation in statistics (World Bank, UNFPA, UNICEF, Eurostat, IMF) provided 69% of total commitments in 2016. This represents a shift in the key donors from previous years. 30% Fragile states received 35% of total commitment in 2014-2016. USD 31 M Small Island Developing States received $31m in 2014-2016
