Module 5 Competition Policy: Hold Syracuse University Tuition Increases to the Rate of Inflation

Exercise 9.1A Describe the public policy here, including the policy tool, the governmental agency that will implement the policy, and the geographic location where it will be implemented: The policy is that tuition at Syracuse University in Syracuse, New York will rise to twice the rate of inflation. This is a local policy to be implemented by the office of financial aid.

Priority: 5 Justification: Cost of school is the most important issue for students, and the Student Association voices the issues of the students. 14

Priority: 5 Justification: Cost of school is the most important issue for students, and the Student Association voices the issues of the students. Problem 1: Issue position needs a +/- sign Justification: Student Association members are representatives and don’t have formal authority in making decisions. Problem 2: Cannot be a player if power is 0. Change to 1. Problem 3: Could be lower priority since it is a student group and SA has not made it a high priority. 15

Player 2- Player and Title: Board of Trustees Issue Position: +2 Justification: The Board is worried about losing money if tuition is low. Power: 4 Justification: The Board only has some say in what the tuition is. Priority: 3 Justification: Tuition is a reasonable concern for the board of trustees. 16

Problem 2: Should mention they have to approve the final budget. Problem 3: Should have brief explanation as to why it is a reasonable concern. Could be higher rating, 4 would be best. 17

Power: 3 Justification: The Dean only distributes the Financial Aid, he doesn’t decide what it is. Priority: 1 Justification: Losing financial aid to give out is very important to him. 18

Power: 5 Justification: He would have to agree and approve the increase to change the tuition. Priority: 5 Justification: The Chancellor’s only focus is funding, so he cares a lot about tuition. 20

Problem 1: Justifies priority, not issue position. Correct: The Chancellor has the authority to approve the budget. Problem 2: The Chancellor is a player with many issues to focus on, so his priority would not be any higher than a 3. Problem 3: The Chancellor has many issues to focus on, not just tuition. 21

Player 5- Player and Title: Loan Companies (pretend they are a player) Issue Position: -5 Justification: Loan companies can deny loans to students who need them. Power: 5 Justification: Without a loan, students can’t afford school. Priority: 5 Justification: Companies make loans for things besides tuition. 22

Problem 1: This is like a power justification, but does not actually relate to companies’ power to affect the policy. Says nothing about position. Problem 2: Rating is too high. If loan companies had any power to influence over SU’s decisions about tuition, it would be very low. Problem 3: Too high, SU is not significant enough to their market. 23

Correct: According to the Maxwell Manual a probability of 23% means that the policy is unlikely to be implemented and will be killed as a proposal. 27

Things to remember… Know your players! Know the difference between position, power, and priority, and pay attention to your justifications. Make sure your probability percentage isn’t unreasonable. High percentages mean that it would be very successful and would have already been implemented. Double check multiplication in Prince Chart and probability calculation.
