What we are seeking? We do not oppose this project. We do oppose is the assertion that we are not significantly affected by the project. We will pay personally in health, amenity and financial cost for Victoria’s infrastructure needs. This project has a significant environment effect on our houses. This needs to be avoided by the acquisition of our homes ​‌ ‌​ ​‌ ‌​

Issue 1 – Construction phase 4 + years Project boundary is right past our houses Construction timing – to prioritise overnight works ​‌ ‌​ ​‌ ‌​

Construction continued. Construction related health risks from contaminated soil removal, dust, vibration, sleep deprivation etc. The EES does not address this. This is a significant and elongated environmental effect that has health risks for us. This risk and impact needs to be avoided. ​‌ ‌​ ​‌ ‌​

Issue 2 – Traffic - Truck bans Project introduces new truck bans on Francis, Somerville, Buckley and Moore It removes our existing ban (8pm-6am Monday-Saturday) Transport impact assessment acknowledges the significant positive impact of the existing ban. On 28.08.17 two NEW bans on Hudsons and Blackshaws Rds. New total 9,000 trucks This has not been included in ANY of the EES modelling. According to WDA website this will take an additional 5,000 trucks off the banned roads This has a significant and permanent environmental effect. This effect needs to recognised and avoided. ​‌ ‌​ ​‌ ‌​

Issue 2 – Traffic Francis/Hyde Intersection B-doubles already take two lanes when they are turning either left or right from Francis In 2031, the current intersection is “significantly over capacity” without the project. ​‌ ‌​ ​‌ ‌​

Issue 2 – Traffic Francis/Hyde Intersection In 2031, the current intersection with the project still gets a failing grade This means the road directly out the front of our houses becomes a truck car park. This is normal best case scenario and does not take into account any accidents or traffic variations. The intersection needs to be widened. Our side of the road is the only option ​‌ ‌​ ​‌ ‌​

Issue 3 – Physical environment Two new ramps onto Hyde St The ramps are designed specifically to direct the most dangerous trucks, too unsafe to travel in tunnels. Trucks deemed too unsafe to drive in the tunnels Increased risk of a truck accident This is a significant change and risk that needs to be avoided by the acquisition of our houses. ​‌ ‌​ ​‌ ‌​

Issue 4 - Community, Health and Amenity The aim of the West Gate Tunnel project is to ‘improve community amenity’ and create a positive legacy for the growing inner west’. The EES acknowledges that we will have decreased amenity, increased health risks. The project will meet that aim for the vast majority. It will not for us. ​‌ ‌​ ​‌ ‌​

Issue 5 -7 – Other acquisitions, legacy issues & project process Houses have public acquisition overlays. Previous projects compulsory acquisition dispositions for our houses. Our houses would be acquired if Level Crossing Removal acquisition criteria were applied. We have met with WDA, attended all community meetings, Treasury, Premier’s Office, VicRoads, Maribyrnong City Council, Colleen Hartland MP, and Wade Noonan’s Office. ​‌ ‌​ ​‌ ‌​

Submissions that support us Vic Roads – knowledge's our situation and the future need to widen the Hyde/Francis street intersection Maribyrnong City Council – acknowledges the need to widen Hyde/Francis intersection, increased risk of diesel exposure from increased truck traffic and ramps and associated traffic congestion at the intersection Hyde/Francis Maribyrnong Truck Action Group – acknowledge significant environmental impact and support compulsory acquisition Colleen Hartland MP – supports our disposition for acquisition Ms Charmine Gaud – private citizen – supports the need for compulsory acquisition. ​‌ ‌​ ​‌ ‌​

Concluding remarks The West Gate Tunnel Project will have a significant environmental impact on our homes. We are a discrete community – any acquisitions that acquire us will not start a chain reaction. This significant environmental impact needs to be avoided not mitigated. We only want a fair a reasonable outcome. We are asking the Committee to make a recommendation that our houses are acquired as part of the project. Thank you ​‌ ‌​ ​‌ ‌​
