(1) CITB Grant Scheme 1 April 2018
Grants Scheme Reform – at a glance Full Details: https://www.citb.co.uk/grant/new-grants-scheme-2018/ Advanced Craft: is a stand alone course which sits within the apprenticeship stream of grants. Will be reviewed throughout 2018 and not guaranteed after march 2019. Currently: attendance: £22.50 per day up to a maximum of 35 days £787.50/achievement: £2,073.50 Short Duration Courses: courses must meet approved training standard, which has been set by CITB and Industry Capped at 3 courses per PAYE there is formula for calculating NET or GROSS CIS attending courses you have paid for.. If your cap works out to be less than 21 achievements in a grant year, it will be adjusted up to 21. Plant Testing: no longer just CPCS, grant will be paid for approved card schemes e.g. NPORS, visit https://www.citb.co.uk/grant/new-grants-scheme-2018/plant-training-grant/ for full details Specialist Applied Programme’s: change from companies paying up front then claiming back grants, moving to a commissioning model to get training providers paid upfront. Specialist Upskilling Programmes: training modules will be covered under the short duration courses grants

Centralised training directory Automated grant payments Grant reform - Supporting systems Centralised training directory A national register Automated grant payments The new supporting systems are: A centralised training directory: everyone is fixated with 1 April and that they will not be able to claim grant is course or provider not on directory. There will be a transition period which will continue until all systems are embedded National Register: this is where the approved ATO will upload the candidates achievements, similar to SMSTS this will then generate automated grant payments
Establishing agreed training standards Review list of short duration courses Remaining 200+ courses require agreed set of standards Identify existing training standards e.g. City & Guilds. CPCS etc. CITB develop proposed new standards Engage with Federations, employers and training providers to review online Industry Advisory Forum and CITB sign off Share confirmed standards with training providers Phased delivery Number Date Phase 1 (generic) 54 Training Standards 31 October 2017 Phase 2 (high volume) 75 Training Standards 31 January 2018 Phase 3 (niche) 30 April 2018 Through its analysis of existing grant approved training CITB has identified a number of training courses which potentially already have an industry standard in place. This is either because 1 The training aligns with an existing awarding bodies curriculum or an industry recognised standard In both cases the training already has a defined set of outcomes and an agreed quality assurance approach an so does not need CITB to develop something new. For courses without a recognised standard, CITB will develop a proposed standard (based on best practice methodology), and invite employers, federations and training providers to review.
Approved Training Providers – charging model Commercial Training Organisations Feds / Charity / Exceptions In-house Levy Registered Training providers Short Duration Courses Established Awarding Body Qualifications £750 £0 £0 Access to Training Directory No visibility to others Access Commercial Training Providers will be charged to become an ATO, this is to cover initial on-boarding and long term quality checks: Exceptional charges based on specific circumstances In-House: No charge for short duration, but full charge for CPCS, ITC or SS+ ‘No visibility’ refers to in-house training that will need to be on the Training Directory but not visible to other users Access to National Register The charges are designed to cover the costs of initial on-boarding and long term quality assurance
(3) CITB’s 2020 Vision
CITB 2020 Vision: the Future CITB – Overview By 2020 CITB will be: Focussed purely on Industry’s Core priorities A simpler and more modern organisation A commissioner of outcomes rather than a provider of services Focussing on core capabilities of: Influencing and engaging Evidence based research Targeted Funding This means CITB needs to adjust activities by: Continuing to deliver activities within the organisations core capabilities Outsourcing enabling activities that can be delivered by external providers Achieving this strategy will affect where and how CITB operates: CITB will need fewer people and the current Bircham site would be too large for operational needs. From mid-2018 - CITB’s head office to be relocated to Peterborough, with most teams transferring early 2019. Exiting direct training delivered and other estate changes will happen over a 3 year programme CITB will maintain a presence in Scotland and Wales by co-locating with stakeholders and also maintaining a small London presence for central government relations and press. By end of 2018: outsource enabling and customer services (Finance/HR/Marketing) Mid-2019: exit all card scheme administration and all direct training by the beginning of 2020.
