Education builds social and human capital and creates knowledge Education builds social and human capital and creates knowledge. It supplies skills to the economy And provides people with the skills they need to participate in the workforce. So there are public and individual returns to education The best returns to education come from educating youth. The human capital gains from educating older people are lower and of shorter duration Unemployment is disproportionately borne by the young. So the costs of getting it wrong for youth are high. So we have a particular focus on youth. And youth transitions is a key focus for government

But the region faces change – in the economy and socially. Risk of greater levels of disengagement from the education system and from the labour market. So this presentation looks at the youth landscape in the Christchurch region now First, a look at what there is ...  

What the system offer for young people

So how are we doing across the education system? We look at school leaver achievement and destinations and at tertiary education And what is happening to young people in the labour market

2009 Christchurch school leaver achievement Between 5,500 and 6,000 leavers each year About 30% don’t get to level 2 – the minimum for labour market recognition

School leaver achievement and destinations Big variations between schools Examples .... In one school, only half of the 2009 leavers had NCEA 2 or higher And 15% had no achievement And of the no achievement leavers, 83% took no further education on leaving school Meaning very high risk to those people And one school saw only a third of its level 3 leavers go on to degrees Against 61% across the city

School achievement And big disparities between ethnic groups In 2009, Maori were five times as likely as Asians to leave school with no qualifications And Pasifika twice as likely Asians were twice as likely as Maori to leave with level 2+ and 50% more likely than Pasifika

Tertiary performance In provider-based training, we are similar to the rest of NZ But industry training completion rates are high – whereas most metropolitan areas have low completion rates

In the labour market

In Christchurch ... The 15-19 year olds tended to stay in education in 2011 But among the 20-24 year olds: a large number left the region – many for overseas a high proportion of NEETs – while the NEET rate fell nationally To achieve our goal, we need to capitalise on the opportunities provided by new initiatives, while getting better performance from established services Youth Guarantee and vocational pathways Trades Academies Youth service
