IV. Effects of the Civil War

A. Political Lincoln’s use of executive power: Acted without Congress’s approval to raise army and to suspend writ of habeas corpus – what’s this? Takes control of border states like Maryland under martial law. Impact: First time a military draft is used – “conscription” Had to serve, find a substitute or pay $300 fee War becomes called “a rich man’s war and a poor man’s fight”- Why?

B. Economic North: used income tax for the first time and re-introduces the national bank. Stimulate the industrial economy with new railroads and war investments. South: most planters lose all wealth as a result of the war. Why? Total Economic Loss: $15 billion

C. Social Main two groups affected by the war: women and slaves. Begin working in large numbers. What kind of jobs were they in? Why? Long-term impact: women become predominant gender in the nursing field. Slaves: 4 million African-Americans officially freed by the 13th Amendment – major shift in freedoms Death Toll: 750,000 More died from diseases than wounds from battles
