Provide clarity ref. line management responsibilities. Outline recent changes to the network: Following the Sport England funding announcement, an opportunity to review the most effective structure for the future. All employed CDOs were offered the opportunity to continue their employment with England Golf, based on updated terms and conditions. All officers signed up to a new job description and person specification. 21 full time equivalents (22 individuals). All self-employed contractors were served notice (from 10th-14th February). The notice period runs until 31st March 2017. 14 CSO vacancies advertised on 7th March via 14 agencies as part of an open recruitment process. Interviews held from 24th March to 7th April.

Flexibility to work across a region; better able to service demand and utilise specific skill sets. Flipchart illustration of four levels of enagagement: National – EG Strategic plan, Sport England funding, core programmes and initiatives. Regional – (S)RMs line managing a network of CSOs across a region to achieve consistent delivery including training, mentoring, shadowing (details to follow). County – (S)RMs to lead communication with County Unions, County Associations, Voting Members and Development Group Chairs (where applicable). County Action Plans to bring partner organisations together with a common purpose, supported by the CSO. Clubs – distinguish between levels of club support (detailed work programme to follow): Linked to core initiatives. Core market (Sport England funding) – focus on retention, however recruitment is still an important part of our delivery and key programmes will continue to be funded by England Golf (e.g. Get into golf). (S)RMs can offer another level of support including governance, business planning, “Understanding your market.” Training & Education to support specific topics (e.g. food and beverage, customer service etc.) 4 174 5 287 4 272

Club Centric Approach… Club Support Officer England Golf Regional Manager County Union & Association PGA Regional Coaching Officer PGA Business Relationship Officer Golf Foundation Regional Officer Club Centric Approach - “Knowing your club” (a diagnostic tool) to take a holistic view of a club and identify their wants and needs. Support solutions are linked to a club action plan and tend to be focused on core programmes and initiatives (e.g. Get into golf, Golf Express, GolfMark, targeted programmes like Girls Golf Rocks etc.). Engagement with key partners including The County Union/Association, The Golf Foundation and PGA, signposting to appropriate support, when appropriate. Give examples of a club wanting support with school engagement and a club looking to review contractual arrangements with a PGA Pro.

Roles, responsibilities and work programmes Four key areas: People (staff and volunteers, regional and county relationships) Club support Planning (including monitoring and evaluation) Delivery

Senior Regional Manager Work Programme People: Senior Regional Managers (SRMs) have line management responsibility for Regional Managers (RMs) - working across 4 super-regions. SRMs and RMs have line management responsibility for Club Support Officers Regular meetings and communication with key stakeholders Liaison with The Golf Foundation and PGA (regional strategic meetings) Line management responsibilities include: Support for club visits Monthly reviews Quarterly regional meetings At least one super region meeting per year Two appraisals per annum Identifying and supporting training and personal development opportunities Key stakeholders - County Union, County Association, Voting Members and Development Group Chairman (where applicable). 2017 work programme includes pre and post season meetings. Other stakeholders include GCMA, CSPs. 4 regional strategic meetings per year with The GF and PGA.

Senior Regional Manager Work Programme Club Support: Facility profiling “Understanding your market” Report generation What does good look like? Business planning Delivering training & education workshops, where applicable Changing Culture through Good Governance Follow-up with management committees Signposting to B2B support (preferred partners and suppliers) Sourcing external funding streams to support local delivery Sign off GolfMark accreditations Facility profiling includes the selection of venues for EG events as well as support for short courses, ranges etc. ref. the wider affiliation scheme. Funding is often available via a County Sports Partnership or local authority, so regular contact with them is important.

Senior Regional Manager Work Programme Planning: County Action Plans Understanding demands across the region and prioritising CSO work Contributing towards 2017/2021 Sport England investment submissions & associated reviews. Collating bi-annual reviews across a designated region Delivery: Translating information from National Managers in to local delivery Pilot programmes (e.g. Notts City Project, Golf for u) Supporting local delivery, as required Support national managers to deliver programmes like Girls Golf Rocks. Supporting local delivery includes attending events held within the county (handicapping and course rating workshops, training & education sessions including SPC workshops, county conferences etc.)

Club Support Officer work programme People: Establish and maintain relationships with golf club staff and volunteers Regular communication with clubs and facilities (newsletter) Regular communication with county staff and volunteers including attending appropriate meetings. Provide guidance on Clubhouse, circulate a newsletter, set-up and retain regular contact. Day-to-day communication with Union, Association and Development Group (where applicable). Executive meetings to be led by SRM/RM.

Club Support Officer work programme Utilise "Knowing your club" to identify club needs Recruitment and retention action planning Golf Express Delivery of targeted programmes Supporting clubs with on-line marketing materials Ongoing support to clubs working towards GolfMark Working with and signposting to The Golf Foundation and PGA Provide appropriate support based on the needs identified within a club. Recruitment to include Get into golf, (where appropriate). Retention action planning (e.g. member get member, customer satisfaction, member surveys etc.). Targeted programmes including disability, women & girls, juniors & young people. On-line marketing materials via Irongate to support recruitment campaigns.

Club Support Officer work programme Planning: Maintaining county workbooks Signposting to appropriate training & education (based on demand) Collating live case studies and showcasing best practice Completing the bi-annual review process (reviewing performance against the County Action Plan). Delivery: Supporting local events Supporting national programmes at a local level Workbooks provide an overview of club support across a county. CSO works with (S)RM to identify needs and prioritise actions. Training and education on particular topics e.g. food and beverage, income generation, marketing. Live case studies illustrate the impact of the club centric approach, which doesn’t always have a number attached to it! Local events could include engagement with a local authority, attending forums, workshops and conferences within a designated county, as required. National programmes delivered at a local level e.g. Girls Golf Rocks.
