DPS OVERVIEW CONTRACTING AUTHORITY FOR THE CITY OF CHICAGO • Administers an open bid and solicitation process • Over 2,500 contract awards and modifications • Contracts range from less than $10,000.00 to $140,000,000.00 CERTIFICATION & COMPLIANCE • Manages new, renewed and ongoing certifications for 2,750 certified firms which include MBE, WBE, DBE, ACDBE and BEPD • 52% of locally certified firms are WBE Compliance Field visits – 350 in 2016

REQUIREMENTS Chicago Residency Ordinance Requires contractors on construction contracts valued at $100,000 or more to utilize at least 50% of all labor hours by Chicago residents 3 year average – 54% Project Area Resident Ordinance Amends 2-92-330 to require contractors to utilize at least 7.5% of all labor hours by residents in Project Area Trending – 11.5% for 88 active and closed contracts In 2014, exceed our goals on CRO: 51% CRO Project Area Resident Ordinance introduced in fall of 2013; we have not closed out any projects with this requirement

Small Business/Local Initiatives INCENTIVES Local Business Preference Ordinance Expanded to reward businesses that employ City residents, especially from socio-economically disadvantaged areas of the City 2%: conduct day-to-day business operations at a facility located in the city which is the place of employment for the majority of its full-time workforce 4%: workforce consist of more than 50% City residents 6%: majority of City resident workforce reside in a socio-economically disadvantaged area of the City Socio-economically Disadvantaged Map 2014 US Census Survey Data Based on income, poverty, unemployment rate Households in lowest 25% are target areas Small Business/Local Initiatives Local Manufacturing Ordinance.  February 2012, bid incentive to bidders providing goods made or assembled in the City of Chicago. Local Business Preference Ordinance.  February 2012, expanded local business preference to all City funded contracts over $100,000.

EQUAL EMPLOYMENT OPPORTUNITY Raised the maximum commitment to utilize minority and female journeyworkers, apprentices, and laborers Increased the percentage allowed: 15% for female workers (up from 10%) 70% for minority workers (up from 50%) Also, contractors can receive 150% credit toward their commitment for each labor hour worked by employees from socio-economically disadvantaged areas -Latest of the Bid incentives -Passed in City Council on April 15, 2015 Up to 2% bid incentive off the contract base price for prime contractors utilizing subcontractors whose facility and workforce is located within the Project Area of a City-funded construction job. -applied on a sliding scale The more project area subcontractors are utilized, the greater the bid preference. -1 to 16 percent of the total dollar value of work performed by project area subcontractors, a 0.5 percent bid reduction is applied to the contract base bid -17 to 32 percent =1 %bid preference -33 to 49 percent =1.5 % preference, -50 percent or more provides a 2 %preference.
