The challenge to develop a new culture The staff at both the road adminstration and the rail administration represented a committed workforce with long tradition and strong cultures Very short time to organize the new administration Focus on getting a new organization in place with working systems, not least for the rail system, but also for economy and IT in the administration After a year the need to support and enhance development of a new culture was obvious Knowledge, story-telling and creativity
