People Powered Technology Programme £60m efficiencies to make by 2019 5% of 16-18 year olds not in employment, education or training 36% of children not ready for school 18% of the population 65+ resulting in increased demand for services 7.5 % of the population claiming out of work benefits (including Universal Credit) We need to make a further £60 million of savings by 2019. People are living longer which is great, but means that costs go up. Some adults aren’t living their lives to their full potential and often require a lot of support Children is some areas of the Borough are still not ready for school when they start. Wigan Borough has a higher level of deprivation when compared it to England Question: What are your current challenges? Are they similar to the Wigan examples you can see here or are you being presented with different issues?

The challenge Ninth-largest metropolitan authority in England and the second largest in Greater Manchester. A continued financial challenge requiring the delivery of a further £60m worth of efficiencies by 2019 Demographic shift by 2030: 67.56% increase in people with dementia 72.95% increase in people living in a care home, with or without nursing 103.3% increase in people aged over 85 A higher level of deprivation compared to England as a whole £60m efficiencies to make by 2019 5% of 16-18 year olds not in employment, education or training 36% of children not ready for school 18% of the population 65+ resulting in increased demand for services 7.5 % of the population claiming out of work benefits (including Universal Credit) We need to make a further £60 million of savings by 2019. Our approach Need to redesign service delivery and embark upon a journey of reform. Introduced ‘The Deal’ - informal contract between the council and its residents to change behaviours in order to achieve a more positive future together. An asset-based approach that recognises and builds on the strengths of individuals, families and communities Integrated services that place families and communities at the heart of everything Use of new technology to support residents to be independent and in control, enabling them to access services and support digitally An evidence based understanding of risk and impact to target services effectively and ensure the right intervention at the right time Building self-reliance and independence resulting in behaviour change and reduced demand for services £60m efficiencies to make by 2019 5% of 16-18 year olds not in employment, education or training 36% of children not ready for school 18% of the population 65+ resulting in increased demand for services 7.5 % of the population claiming out of work benefits (including Universal Credit) We need to make a further £60 million of savings by 2019.
