TEM Growth and Achievement Measure Selection Process Click to add notes Shelby County Schools October 2017

Objectives By the end of today’s session, you will: Understand what an aligned achievement measure is Know how to input Growth and Achievement Measures in the PLZ system Know process deadlines and logistics for achievement selection

Process Overview Key Dates Growth & Achievement selections available in PLZ system October 9, 2017 Last day to make and finalize educator selections in PLZ system November 3, 2017 District upload of Growth & Achievement Selections to TNCompass begins November 6,2017 Educators complete Growth & Achievement selections form in PLZ system. 10/9/2017 Deadline for Evaluators to finalize selections in PLZ 11/3/2017 Uploads selections in TNCompass 11/6/2017

What is an Achievement Measure? The achievement measure component of the TEM evaluation is comprised of various selections that measure student achievement in an academic year. The agreed-upon measure (teacher and principal agree) should be a measure aligned as closely as possible to the educator’s primary responsibility. The District has set ambitious score ranges for each selection using District data alongside AMOs assigned by the State to set baseline data for Level 3 Achievement scores range from 1 (significantly below expectations) to 5 (significantly above expectations). A score of 3 is ‘ meeting expectations’.

Achievement Measure Review Criteria The Office of Employee Performance and Support will review the selection made in PLZ using the following three criteria: Appropriateness to school assignment Appropriateness to subject assignment Appropriateness to grade assignment

Achievement Measure Review Criteria Appropriateness to school assignment The selected measure must be offered at/associated with the school in which the teacher is assigned. If this is not possible: The selected measure must be a system-wide measure.

Achievement Measure Review Criteria Appropriateness to subject assignment The selected measure must be associated with the subject area to which the teacher is assigned. If this is not possible: The selected measure must have an indirect association with the subject area to which the teacher is assigned (e.g., an economics teacher choosing a math related measure or a history teacher selecting ELA). The selected measure must be a school-wide measure.

Achievement Measure Review Criteria Appropriateness to grade assignment The selected measure must be closely associated with the grade band an educator serves. Pre-K–2 teachers may use the second or third grade state assessment data, school- level TCAP or TVAAS data, district-administered early grades assessment measures, or any other measures specifically associated with early grades education. Grades 3-8 teachers may use grade specific TCAP data, school-level TCAP or TVAAS data, TCAP-only school-wide measures, district-administered grades 3-8 assessment measures, and other measures specifically associated with grades 3-8 education. High school teachers and eighth grade Algebra teachers may use grade-specific EOC data, school-level EOC and TVAAS data, EOC-only school-wide measures, district- administered high school assessment data, graduation rate, and ACT. Teachers who serve multiple grade bands (e.g., a teacher serving at a 6-12 school) may choose from any of the grade band categories in which they fit.

Growth Measures Educators must select a TVAAS growth measure for the Growth component of TEM (including teachers in tested subject areas or those who use a growth portfolio model). This selection will comprise the growth component of the evaluation for anyone who does not generate an individual growth score. Next Steps for Educators Select an achievement measure. The achievement frequently asked questions (FAQ) and achievement measure protocol guide are resources available to guide you through this process. Complete the 2017-18 growth & achievement selection form in PLZ and submit it for evaluator review by Friday, November 3. Evaluators review form to ensure selection is specific and aligned to the what the educator teaches before finalizing.

Next Steps for Evaluators Before finalizing your educators achievement selections, check for the following: Has the educator selected both a growth and achievement measure? Is the selection aligned to the educator’s scope of work? If the selection is no aligned to the educator’s scope of work, please make suggestions and have the educator to review the selection again.
