SENIOR OFFICIAL COMPLAINTS 11/13/2018 Special Categories SENIOR OFFICIAL COMPLAINTS IGMC must report allegations made against senior officials to the DoD IG by confidential means within five work days in accordance with DoDD 5505.06. Do not do any preliminary analysis into allegations against senior officials. Let IGMC know ASAP, even if the compliant just mentions a GO The best method of protecting the boss is to immediately report the allegation in accordance with DoDD 5505.06. IGs trying to "protect" their bosses by informing them of the allegations and/or conducting their own "preliminary analysis" or "preliminary inquiry" have actually exposed the commander and themselves to allegations of reprisal and regulatory violations. Non-Senior Official related issues within the same complaint can be sent back to the CIG for action.\ SENIOR OFFICIALS = 5 DAYS TO DODIG Ref. :DoDD 5505.06 and Investigations Guide (Rev) page 2-9

Military Whistleblower Reprisal Defined 10 U.S.C. § 1034 Restriction: No person may restrict a member of the armed forces in communicating with a Member of Congress or an Inspector General. Reprisal: No person may take (or threaten to take) an unfavorable, or withhold (or threaten to withhold) a favorable personnel action (PA), as reprisal against a member of the armed forces for making or preparing to make, or being perceived as making or preparing to make a protected communication (PC).

Congressional & White House Inquiries CIG Role Depends on the CG – if tasked to CIG Encouraged, but not Required to enter into CMS. If CIG enters these cases in CMS they WILL NOT be inspected by A&I Division during Hotline Inspections. Why? Very often a Complainant will make the same complaint to multiple venues. IGMC can avoid redundant tasking to CIGs if we are aware the issue has already been addressed.
