Monitoring and Evaluation Systems Separate concepts Separate elements of same system Monitoring: are plans being implemented; are objectives being achieved Evaluation: were things done right; were the right things done

INTEGRATION and PROCESS Requirements Both by institutions themselves and independent Transparency Integrity of information But, most important Elements of integration Centre of Government; Donors Instruments, particularly if standing instruments Standing indicators and targets Ownership of measures and targets Line knows their own business best But independent oversight of choice of measures: feasibility and stretch Process Not mechanistic, but basis for discussion Important is not the information, but how it is used Capacity INTEGRATION and PROCESS
