DESCRIPTION OF THE GRANT/PURPOSE The Lead Based Paint Hazard Control Grant Program was created to protect children from lead-based paint hazards. The program is designed to maximize the combination of children protected from lead poisoning and housing units where lead-hazards are identified and controlled. All identified interior and exterior lead-based paint hazards are to be controlled so that the housing unit will achieve “clearance” in order to confirm that all hazards have been properly addressed. The grant allows for abatement and interim control measures. The clearance process includes both a visual evaluation and dust-wipe sampling.

CRITERIA FOR APPLICANT ELIGIBILITY A completed application must include the following: Income Documentation for all household members over the age of 17. Proof of home owner’s insurance for owner occupants. Birth Certificate or official birth documents for all children under the age of 6 living in the dwelling. Recent blood screening test within the last six months. A recent blood lead test is required for all children under 6 years of age at time of application or before work can begin at the property. Identification – Copies of the eligible applicant’s driver’s license or State ID of all occupants over 17. Sign Tenant/Occupant Agreement if applicable

CRITERIA FOR STRUCTURE ELIGIBLITY Dwelling must be livable and not condemned Property is not in foreclosure Construction cost should not exceed $20,000 Property taxes must be current Landlord contribution is required

PROGRAM PRIORITIES Program priorities are as follows: a child under the age of six with an elevated blood lead level, a visiting child under the age of six with an elevated blood lead level, visiting for more than 20 hours per week, and a pregnant mother.  

AVERAGE UNIT COST HUD’S Average Cost per Unit $10,250 Program Average Cost $10,372 The scope of work eligible for the program will be determined by the Paint Inspection/Risk Assessment completed by the Risk Assessor. If the total cost of the unit is greater than the average unit cost, the occupant/landlord is encouraged to contribute to the cost with in-kind work or additional financial resources.

Priority Criteria

INCOME GUIDELINES Based on HUD 2017 income guidelines: Owner occupied assistance is limited to applicants with annual incomes of 80% AMI or less; $38,050 or less for a single person household Tenant assistance is limited to applicants with annual incomes of 50% or less; $23,800 or less for a single person household
