Chicago homicide rate from 1965-2013

Violence is Geographically Concentrated 70% of all homicides occur in 20 Community Areas, where 31% of our population resides

Chicago: A National Perspective (2012) 19th highest violent crime rate 13th highest murder rate Largest gang population: 105,000-150,000 Largest total gun recoveries Chicago was ranked 19th in violent crime per capita in 2012 when compared to other US cities with populations over 100,000. Chicago has similar violent crime levels to Minneapolis and Houston. Chicago ranked 13th in homicide rates among large cities as of 2012. Yet Chicago has the highest raw volume of homicides in the country – more than New York City and Los Angeles, both in 2012 and 2013. Chicago has a disproportionately higher population of gang members. The Chicago Police department believes that the city has the largest known gang population with a total of 105,000-150,000 gang members Chicago Police recover more illegal guns than officers in any city in the country. In the first six months of 2012, the most recent comparative data available, Chicago Police recovered nine times as many illegal guns as officers in New York City, and three times as many as officers in Los Angeles.

Chicago Compared to New York and Los Angeles Highest murder rate All three cities report between 19 and 22 percent of residents living below the poverty line. Chicago has more police officers per capita than both New York and Los Angeles.

Sources of Illegal Guns in Chicago

Local Sources of Illegal Guns

Illegally Trafficked Guns

Legislative Solutions - Chicago’s Law Fingerprinting and background checks for all store employees Submit a Safety Plan Participate in state-of-the-art training to prevent gun trafficking Sell only one handgun a month per buyer Mandatory, annual audit of the store’s inventory to help detect theft and trafficking Make store records available to police for inspection at all reasonable times Videotape the point of sale to discourage traffickers and buyers who use false identification

Other Legislative Solutions Effective local and state laws for curbing gun trafficking: Licensing Gun Dealers (no current IL law) Background checks for private sales (IL law since 2014) Reporting of lost or stolen guns (IL law since 2014) Deterrence Failure to check if buyer has FOID card is a misdemeanor Failure to adequately records is a petty offense Federal bills: Background checks for all private sales Anti-trafficking laws
