FLEURIEU REGIONAL AQUATIC CENTRE PROJECT The Fleurieu Regional Aquatic Centre is an exciting and unique opportunity for the community.

For over 30 years there have been community discussions about an aquatic centre on the south coast of the Fleurieu Peninsula. Many people consider an aquatic centre a missing piece of community infrastructure. FLEURIEU REGIONAL AQUATIC CENTRE PROJECT

A joint venture between neighbouring councils The Fleurieu Regional Aquatic Centre project is a joint initiative of the Alexandrina Council and City of Victor Harbor. The councils have a long history of working together to secure aquatic facilities for the area. FLEURIEU REGIONAL AQUATIC CENTRE PROJECT

Community consultation The community has been central to the councils decision making. Extensive community consultation has been undertaken including: 2001 South Coast Study – New residents survey 2004 Southern Fleurieu Families Strategy – Family survey 2006 Study into social and recreational needs of older people 2006 Indoor recreation facility location options study 2008 Location and Feasibility Study for a Fleurieu Peninsula Regional Aquatic Centre 2012 Review site options 2012 Preferred site location public consultation 2013 Business case needs analysis survey 2013 Concept design public consultation

How did the current project evolve? A Memorandum of Understanding was signed to jointly investigate site, funding and construction opportunities Councils jointly commissioned a study to explore the potential for the establishment of a Regional Aquatic Centre An Expression of Interest process was launched for the private sector to submit build/own/operate proposals for an aquatic centre. Before the successful entity could submit a final business case, the agreement lapsed A Working Party was formed comprising the Mayor, two Elected Members and the Chief Executive Officer from each council FLEURIEU REGIONAL AQUATIC CENTRE PROJECT

Location of the Fleurieu Regional Aquatic Centre A number of potential sites for the Aquatic Centre were considered before councils decided on the Beyond Today development at Hayborough. Concept design The Fleurieu Regional Aquatic Centre concept design was prepared for the initial funding application and incorporated a number of features desired by the community. FLEURIEU REGIONAL AQUATIC CENTRE PROJECT

Aquatic centre features An 8 lane, 25 metre lap swimming pool A multi-use rehabilitation, leisure and childrens pool A crèche facility A commercial kiosk Plant and equipment rooms Office accommodation Dedicated change rooms and toilet facilities First aid and lifeguard rooms Dedicated car parking, bus parking, pedestrian linkages and traffic management FLEURIEU REGIONAL AQUATIC CENTRE PROJECT

$21 million cost estimate A preliminary costing was prepared as a part of the initial Fleurieu Regional Aquatic Centre funding application. This costing was used to support: – The public consultation process by providing an indicative impact the project may have on council rates – The development of a business case and prudential report – Council decision making – The Development Application The $21 million figure is not the actual build cost as further value management will be undertaken to identify cost savings.

Actual build cost Councils will not make a decision on the final build cost until all of the value management and cost saving measure processes have been completed. At this point in time, the actual project build cost is unknown.

The steps taken so far in the Fleurieu Regional Aquatic Centre project had to be undertaken regardless of the timing of any external funding. In , approximately $130,000 ($65,000 each council) has been spent on the concept design and project preparation. FLEURIEU REGIONAL AQUATIC CENTRE PROJECT

Next steps… (subject to councils direction) Inter-Council Agreement This agreement will be presented to each council at their October meetings. It forms the project framework to govern how the two councils will work together. Architectural Services Subject to agreement from the councils, an Expression of Interest will be advertised across Australia seeking applications from suitably qualified and experienced architects to undertake the detailed design of the aquatic centre. Next steps… (subject to councils direction) Select Tender – Architectural Design and Specification Following the Expressions of Interest stage, and subject to project funding, the councils will then undertake a select tender from a list of shortlisted companies for the detailed design and specification of the aquatic centre. Evaluation of Design Proposal Following appointment of the project architect, the councils intend to convene a Community Reference Group inviting community members experienced in aquatic programs to evaluate the design proposals.
