JILL/MATT SWP Funding Overview

Strong Workforce Program Funding $248 million in Career Education funding for 2017-18 60% of funds go to districts, 40% of funds go to regions (after 5% goes to state leadership) Per legislation, incentive funding is required beginning 2017-18 All components of incentive funding model are fixed in the legislation JILL/MATT doingwhatmatters.cccco.edu

SWP Allocation Model for the Funds: Variables and Weighting JILL/MATT 2016-17 2017-18+ 1. Unemployment Rate 1/3 2. Proportion of CTE FTEs 3. Projected job openings 1/6 4. Successful Workforce Outcomes

17% Committee Included all major college roles, industry representative, Chancellor’s Office staff & researchers Developed the model after reviewing research from other states and consulting with experts Tested models to ensure fairness Selected model showed no bias toward specific types of colleges based on location, size, scale of CTE offerings, and type of students served JILL/MATT

SWP Metrics in Incentive Funding KATHY SWP Metrics in Incentive Funding

SWP Metrics and Incentive Funding Years In Incentive Funding Course Enrollments 2017-18 only Credential Attainment 2017-18+ Progress: Attained 12 CTE credit units 2018-19+ Attained 48 noncredit CTE contact hours Transfer Employment: Employed in 2nd quarter after exit Employed in 4th quarter after exit Job Closely Related to Field of Study Earnings: Median Earnings in 2nd quarter after exit Improved Earnings Attained Regional Living Wage KATHY For All-CTE only

Economically Disadvantaged Students (EDS) EDS are weighted to incentivize the closure of equity gaps Use Perkins Definition of EDS Applies to most SWP metrics KATHY Weighted 1.5 times the points for each metric Awarded BOG Waiver WIOA Participant Awarded Pell Grant Reported as economically disadvantaged CalWORKS Participant

SWP Course Enrollments Metric # of registrations in CTE courses (may include duplicated students) SWP Incentive Funding Model Calculation: EDS = 0.0375 points for each course registration by EDS Non-EDS = 0.025 points for each course registration by Non-EDS KATHY

SWP Credential Attainment Metric # of CTE students who earned a degree or certificate: Locally-issued certificate (6 to 17 units) Chancellor’s Office approved certificate (12 units or more) Noncredit award (48 hours or more) Associate’s degree CCC Bachelor’s degree Apprenticeship Journey status attainment Credential Attainment Metric does not include Third-party Credentials at this time. KATHY

SWP Credential Attainment Metric (cont’d) SWP Incentive Funding Model Calculation: Each student is counted only once per year. Points are given for a student’s highest point-value award attained. CO-approved certificate of 12 to < 18 units EDS = 1.5 points Non-EDS = 1 point Locally-issued certificate of 6 to <18 units Noncredit award of 48 to < 288 hours CO-approved certificate of 18 to < 30 units EDS = 3 points Non-EDS = 2 points Noncredit award of 288+ hours CO-approved certificate of 30+ units EDS = 4.5 points Non-EDS = 3 points Associate’s degree CCC Bachelor’s degree* Apprenticeship Journey status* KATHY *CCC Bachelor’s degree and Apprenticeships not included in 2017-18.

SWP Transfer Metric # of CTE students who transferred to a 4-year institution after exiting the CCC system SWP Incentive Funding Model Calculation: EDS = 1.5 points for each EDS who transfers Non-EDS = 1 point for each Non-EDS who transfers KATHY

SWP Progress Metrics % of CTE students who attained unit/contact hour threshold: 12 credit units in CTE 48 noncredit CTE instructional hours SWP Incentive Funding Model Calculation: EDS = 0.75 points is awarded for each EDS who attains the unit or contact hour threshold Non-EDS = 0.50 points is awarded for each Non-EDS who attains the unit or contact hour threshold KATHY

SWP Employment Metrics % of CTE students who were employed in the 2nd and 4th fiscal quarters after exiting the CCC system (excluding those who transfer to another institution of higher education) SWP Incentive Funding Model Calculation: EDS = 1.5 points awarded for each EDS employed in the 2nd and 4th fiscal quarters after exit Non EDS = 1 point awarded for each Non-EDS employed in the 2nd and 4th fiscal quarters after exit KATHY

SWP Employment Metrics (cont’d) % of CTE students who report they were employed in a job closely related to their field of study SWP Incentive Funding Model Calculation: (% of survey respondents who report this outcome) X (the total count of students who were sent the survey) = the # of points awarded KATHY

SWP Earnings Metrics Median earnings for CTE students in the 2nd fiscal quarter after exit of the CCC system (excluding those who transfer to another institution of higher education) SWP Incentive Funding Model Calculation: 1 point is awarded for each $ earned, then divided by 10 KATHY

SWP Earnings Metrics (cont’d) % change in median earnings for CTE students exiting the CCC system (comparing one year before and one year after exit) SWP Incentive Funding Model Calculation: EDS = 1.5 points for each EDS who increases their earnings Non EDS = 1 point for each Non-EDS who increases their earnings KATHY

SWP Earnings Metrics (cont’d) % of CTE students that attained a regional living wage after exiting the CCC system SWP Incentive Funding Model Calculation: EDS = 1.5 points for each EDS who attains a regional living wage Non EDS = 1 point for each Non-EDS who attains a regional living wage KATHY

Metric Data Sources Course Enrollment metric Chancellor’s Office MIS (CO MIS) Progress metrics Credential Attainment metric Transfer metric Most Employment metrics Unemployment Insurance (UI) wage records from CA Employment Development Division (EDD) (matched with data from CO MIS) Earnings metrics Employment Related to Field of Study metric Career & Technical Education Outcomes Survey (CTEOS) KATHY

Make Sure You Get Credit Upload all locally-issued certificates into the Chancellor’s Office MIS Participate in the CTE Outcomes Survey (cost covered by the Chancellor’s Office) KATHY

SWP Incentive Funding Calculations JILL/MATT SWP Incentive Funding Calculations

Incentive Funding Calculation: Local Points for all CTE programs at all community colleges are totaled to create a statewide sum Statewide sum is divided by the amount of total funding available for Local Share Incentive Funding to create a value per point Value per point is multiplied by the number of points that each college received to determine its distribution Multi-college districts: Distributions for all district’s colleges are summed to create the district distribution. Districts will determine how actual allocations are distributed to its colleges. JILL/MATT

Incentive Funding Calculation: Regional Points for all CTE programs are totaled at the regional level and added together to create a statewide sum Statewide sum is divided by the amount of total funding available for the Regional Share Incentive Funding to create a value per point Value per point is multiplied by the number of points that each region received to determine its distribution JILL/MATT

Important Considerations The Local and Regional Share Incentive Funding pots are fixed amounts Each college, district, or region’s Incentive Funding distribution is relative Multi-college districts have discretion on how to allocate Incentive Funding monies across their colleges Information on each college’s Incentive Funding point totals JILL/MATT ***FIX BEFORE WEBINAR***

Incentive Funding Timelines Both the Base and Incentive Funding will be re-calculated annually Moving forward all ten metrics (except course enrollments) will be included in the calculation The annual Base Funding will be calculated prior to the start of each fiscal year (by July 1) and the Incentive Funding will be calculated six months later (by January 1) JILL/MATT ***FIX BEFORE WEBINAR***
