Agenda What is MCPA Why Correctional Kiosks Contract Information How can States Participate Please ask questions as we proceed. It is likely that someone else wants to know the same information.

MCPA is a cooperative of state procurement officials and state correctional procurement officials that work together to create and manage cooperative contracts that meet the often unique and special needs of correctional systems. Why Correctional Kiosks? Allows Department to enhance services to and for inmates while reducing staff workload. Potential to increase revenue. (State dependent)

What kind of services can the kiosks provide? Emessaging – Incoming and outgoing Inmate Banking Services - Account balances, transaction requests, release cards, lockbox, etc. Inmate Grievances – This will need to be developed Inmate Commissary – Including Holiday Package Programs Video Visitation Inmate Scheduling MP3 – Music purchasing/downloads Reporting Tools Other – Work with the vendors to develop

What does the contract include? Kiosks and installation Project management – (Very important) Site preparation – Networks, electrical, etc. Configuration – What do you want your kiosks to do? Training and roll-out – Training for inmates too! Maintenance and service

The evaluation team represented the following states: For the Inmate Kiosks contract we formed a Sourcing Team which had representation from 7 states: Arkansas, Delaware, Missouri, Nevada, Virginia and Wyoming The evaluation team represented the following states: Arizona – Denel Pickering, Chief Procurement Officer, Arizona Department of Corrections Ohio – Michelle Matheron, Data Administration Mgr, Office of Administration, Ohio Department of Rehabilitation and Corrections Virginia – Lois Fegan, Virginia Department of Corrections Wyoming – Jamie L. Spezzano, WDOC Purchasing Manager Vince Bocchino, IT Manager, WDOC Warden Steve Hargett, WDOC Nevada (Lead State) – Dawn Rosenberg (Corrections Lead), Chief of Purchasing/Inmate Services, Nevada Department of Corrections Eric Graham, IT Manager, Nevada Department of Corrections Ronda Miller (Procurement Lead), Purchasing Officer, Nevada State Purchasing Officer MCPA, following the NASPO and WSCA models, uses a “lead” but has both a Procurement Lead (who manages the actual solicitation and award process) and a Corrections Lead (who manages developing the specifications and manages the contract once it is awarded)

Why did we choose Keefe and JPay? Both companies offer a strong platform, correctional background, field success; Both companies offer different kiosk interface methods which may work better depending on the institution operations.

How do I get started? Contact both JPay and Keefe representatives to set up a presentation. This is critical! We feel it is critical you invite your IT and Operations staff to the presentation. They need to understand the solutions and options and what works best in your situation.

Eligibility Process In most cases State Chief Procurement Official will have the final say on who can and cannot participate within a state. The WCSA/NASPO Cooperative Development Team (WNCDT) will contact State Chief Procurement Officials directly to start process (expect emails from wncoopdt@gmail.com) All 50 states, DC, and Puerto Rico have executed the NASPO Cooperative MOA, and are eligible to use any MCPA, WSCA or NASPO cooperative contract.

Next Steps… Each participating entity needs to execute Participating Addendum(s) with selected vendors Model Participating Addenda for each awarded supplier are on the MCPA and NASPO websites www.naspo.org www.vadoc.virginia.gov/mcpa

Participating Addendum Through the Participating Addendum, States may: Select Contractor Include their own State Administrative Fee (if applicable) Include any required (unique) terms and conditions Identify options for States or their political subdivisions Request State-specific reporting or other requirements

Participation Process for a STATE interested in participating How do we get signed up? Download the model Participating Addenda from the website, complete the PA, including ANY additional terms and conditions, etc., and share it as a DRAFT with the contractor contact (on the model PA). Once you have both agreed on the final language, you (the state) should prepare the final form and send it to the contractor contact for signature. They should send it back to you (the state) for your signature. WNCDT will annotate on participating addendum state authorization, create a PDF file of the participating addendum and the state authorization. WNCDT will forward copies of the PDF file to entity, contract providers point of contact of the entity. [The process can be done with PDF files, if you require physical signatures, we suggest having them follow along, using the dates on the PDF to keep things moving.] Step 3 and 4 will be completed by the WSCA/NASPO Cooperative Development Team (Kate and Paul) in one working day

Participation Process How do we get other eligible entities signed up? Email request from entity, or contract providers, but must contain the following details: Entity’s contract individual’s name, full name of entity, phone number, email address, physical address WNCDT emails state director and requests authorization for participation WNCDT emails both contract providers and entity with authorization to proceed to complete the participating addendum Entity completes contract provider’s draft participating addendum ( from the WNCDT), negotiates, signs, and forwards to contract providers point of contact . ( scanning signed documents if permitted by the entity)

Participation Process continued 5. Contract provider point of contract signs participating addendum and forwards to WNCDT at wncoopdt@gmail.com 6. WNCDT will annotate on participating addendum state authorization, create a PDF file of the participating addendum and the state authorization 7. WNCDT will forward copies of the PDF file to entity, contract providers point of contact of the entity and Lead State contract administrator Step 6 and 7 will be completed by the WSCA/NASPO Cooperative Development Team (Kate and Paul) in one working day

Then What? Participating Addenda will be posted on NASPO and MCPA websites This is done to provide easy, direct access for your agencies, political subdivisions and other entities eligible to participate under your authority
