Key Reports and Outcomes South China Sea (SCS) and East Asia (EA) ENCs Proposal to change the name of SCS ENC to EA ENC Proposed ENC Base Chart and Geographical Naming Confirmation of EA ENC Administrator Proposal to host RECC by Hong Kong (China) e-MIO Project Phase 2 (S-100) Test Bed Proposed Concept Study of Tides and Sea Level in South China Sea (SCS)

1) South China Sea (SCS) and East Asia (EA) ENCs

1a) Proposal to change the name of SCS ENC to EA ENC Background: Indonesia proposed to change name “SCS ENC” to “EA ENC” through EAHC Circular Letter 13/2016 : Aim to improve navigational safety in region Proposed change in name and no change content of ENC Considerations: Administrative advantages to having a single name as: Covers same area Same Usage Band Outcome: To consider proposal after production of Band 1 EA ENC (currently partially completed)

1b) Proposed EA ENC Base Chart and Geographical Naming Background: EA ENC Administrator reported : 2nd Edition SCS ENCs was released in 2008 246 incremental updates Considerations: Large and growing number of incremental updates May cause ECDIS to crash About 8495 users Has impact to navigational safety New Edition is the best option But geographical naming has hindered progress

1b) Proposed EA ENC Base Chart and Geographical Naming To move EA ENC Production forward, 3 options proposed : Produce base chart with no names and for MSs to incorporate their geographical names Include all geographical names Omit all geographical names Outcome: No consensus reached Meeting felt in view of navigational safety, 2nd Edition SCS ENC deemed unfit for safe navigation Proposal to Steering Committee: To temporarily suspend the 2nd Edition SCS ENC until a solution is agreed upon by all MSs

1c) Confirmation of EA ENC Administrator Background: Hong Kong (China) had taken over work of updating EA ENC Previous appointment was Personal to Holder Action Required: Circular Letter (CL 24/16) sent out to MSs on 24th October 2016 to vote MSs to respond by 25th November 2016 Outcome: Results from voting : 8 MSs approved Hong Kong (China) as interim Administrator 7 MSs voted for Agency and 1 MS voted for Individual to represent Administrator Proposal: From the voting results, to appoint Hong Kong (China) as interim EA ENC Administrator

1d) Proposal to Host the RECC by Hong Kong (China) Background: Growing use of ECDIS and importance of up-to-date and harmonised ENCs Main objective of the RECC is to harmonise ENCs of EAHC MSs Hong Kong (China) expressed interest to host the RECC Outcome: Meeting requested Hong Kong (China) to define RECC role and provide details of harmonisation process MSs to study the proposal and respond by next SC meeting

1d) Proposal to Host the RECC by Hong Kong (China) Update: Hong Kong (China) has submitted : Information paper on the proposed RECC operations Proposal on RECC harmonisation process Hong Kong (China) will present the above 2 papers at next SC agenda item for SC consideration.

2) e-MIO Project Phase 1 and Phase 2 (S-100) - Test Bed Projects (led by ROK) Background: Phase 1: e-MIO Test Bed Study based on S-57 (2013 ~ 2015) Aim: To study e-MIO standards and its application to Environmental Sensitivity Index maps - preventing disasters. Outcome : Draft e-MIO standards based on S-57 (including the list of objects and attributes). Developed S-57 e-MIO sample data sets and S-57 e-MIO Viewer.

2) e-MIO Project Phase 1 and Phase 2 (S-100) - Test Bed Projects (led by ROK) Phase 2: e-MIO Test Bed Study based on S-100 (2016 ->) Aim: To make a data model including feature types and information types based on S-100. The encoding format will be the GML, not ISO 8211.

2) e-MIO Project Phase 1 and Phase 2 (S-100) - Test Bed Projects (led by ROK) Outcomes: ROK proposed establishing a Discussion Group on MSs requirements So as to allow development of a data model Action Required: MSs to provide requirements for e-MIO data model MSs to provide source data to develop test data model ROK to draw up requirements for data model (through correspondence) For SC’s support

3) Proposed Concept Study of Tides and Sea Level in South China Sea (SCS) Background: ROK presented the benefits of the tidal study: Sea Level Rise, Natural Disasters, impact to safety of navigation Allows for production of numerical models e.g. for disaster response Outcome: MSs supported and recognised benefits of the study Action Required: ROK to provide a brief write-up on scope of study and requirements of data ROK requested MSs to provide data and recommendations For SC’s information and support

Conclusion The SC is invited to: Note the CHC report. To support the various projects including e-MIOs, S-100, Concept Study of Tides and Sea Level in SCS. To consider and approve the following : Temporary suspension of the 2nd Edition SCS ENC until a solution is reached Appointing Hong Kong (China) as interim EA ENC Administrator
