2. Outputs & Results (O&R) What contribution could your project makes to the CLLD targets? Be realistic about what you can deliver ESF results are critical – avoid focusing only on outputs Consider your project’s O&R profile (timeframe) - is it realistic? Justify your outputs and results e.g. ref: to previous track record How will you gather your outputs and results? 4. Project Management & Quality Assurance Named project lead / size of staff team Senior oversight – CEO? Directors? Management Information System you use - think GDPR too! Participants – eligibility, learner records, tracking documents Financial control / audit – ensuring only eligible expenditure is claimed Accounting software / systems you use Can you manage payment in arrears (cash-flow)? 5. Partnership Working Relevant if you are submitting a CLLD partnership bid: Who leads and why? List all of the partners and what they contribute Previous partnership track record (size, type of partnership) Experience of leading a partnership Explain why you’ve chosen a partnership approach Describe how the partnership will be led / managed
6. Demonstrating Need & Local Knowledge What is the demand for your project? How does this link to CLLD outputs and results? Does your project include user co-design / community involvement? Access to existing evaluation/ research data Using desk-based data, e.g. via NOMIS, job centre updates, Humber LEP Data collected by your organisation
7. Budget & Methodology Outline your match – value, type, is it confirmed? Detail Hub Area and Priority Action financial splits if applicable Justify your costs and record these for future reference Detail your project budget in 3 broad headings: 1. Direct staff costs 2. Overheads (15% of direct staff costs) 3. Direct project costs (venues, consumables, etc.)
8. Cross-Cutting Themes (1) Sustainable Development (2) Equality & Diversity Policy and Implementation Plan required for each theme Subject to audit = financial penalty for non-compliance Implementation plan should be SMART Need CCT policies and plans in place before delivery commences Can sometimes be referred to as ‘Horizontal Themes’ Search ‘ESIF cross-cutting themes’ or ‘horizontal themes’ for guidance documents
9. Publicity Explain how your project will meet ESIF publicity requirements: EU Regulation 1303/2013 Articles 115-117 and Annex XII Correct us of logo(s)! Detail the practical steps your project will take, e.g. ESIF poster in delivery locations Leaflets / flyers Websites / emails Press articles General promotional materials Timesheets Search ‘ESIF Branding and Publicity Guidance’
10. Due Diligence You may need to submit or make available post-application: Recent signed audited accounts or bank statements Current insurance policies (public / employer liability) Cross-cutting themes policies and action plans Other relevant policies e.g. safeguarding Match funding confirmation
