Overview Review of New Definitions Changes to File Format Non-Credit Workforce Training in Productivity Funding Data Quality Review Process

New Definitions Non-Credit Workforce Training Work Group created to develop a definition so that future reporting of Non-Credit Workforce Training would be consistent. Adopted January 2017

New Definition Workforce Training/Education is defined as those postsecondary activities (seminar, workshop, course, customized training, etc.) that develop or enhance the skills of existing employees or members of any business or industry. Also included is any training provided to individuals, whether employed or unemployed, which is designed to meet the employment needs of the student and/or employer by enhancing occupational, technical, and/or soft (communication, computational, and interpersonal) skills. The goal of workforce training is to increase individual opportunity in the labor market and to improve human knowledge, skills and ability. These activities carry no institutional credit applicable toward a degree, diploma or certificate; however, competencies and skills attained through Workforce Training/Education could be applicable toward a prior learning credit.

Examples of Courses that Have Been Submitted that Would Be Borderline Depending on Content and Audience: Time Management Alzheimer’s Disease Investing Basics Leadership Defensive Driving Training What would make each of these courses applicable, and what would make them not applicable?

Determining Eligibility for Submission Does it provide soft skills or technical skills for the workplace? Does it carry no institutional credit? Is the goal to increase individual opportunity in the labor market? Does it improve human knowledge, skills and ability related to the workforce? All Questions Must Answer YES!

Changes to Workforce File Format Fields related to credit courses have been removed from format. See SIS Manual 2017-2018 College ID for Instructors will be required in AY18-19

Non-Credit Workforce Training in Productivity Funding 2-Year Colleges Non-credit workforce will be added to Model in Year 2 Currently under review with recommendation pending from 2-year colleges 4-Year Universities Non-credit workforce is in the policy to add to the Model at a future date. Under Review as to when and how it will be added

Data Quality Review Process 4-Year Universities – Who have historically reported Workforce No data quality review scheduled at this time Recommend an internal audit of files in preparation for the potential of a data quality review 4-Year Universities – Who have not historically reported Workforce We will not accept nor request retro reporting of data. Begin reporting with AY2018 data.

Data Quality Review Process 2-Year Colleges – Will undergo an intensive Data Quality Review Process of Workforce Files Submitted AY2014-Present A new workforce table will be created Old table will be archived not overwritten All files should be resubmitted Must meet the new non-credit workforce training definitions May require a manual review of course documents to determine eligibility Must use the current (AY17-18) file format System will be open for resubmissions December 1st. All files are due by February 28th, 2018
