Migration of Open Public Services to the Cloud and Provision of Cloud Infrastructures 621146 CloudOpting www.cloudopting.eu

The Project Area: Competitiveness and Innovation Programme – ICT Policy Support Programme – CIP-ICT-PSP Sub-topic: Objective 1.1: Cloud of Public Services Budget: 6.443.182€ EC Contribution: 3.221.591€ Execution: From March 2014 to February 2017 www.cloudopting.eu 621146 CloudOpting

Aim The principle goal of CloudOpting is to develop a platform where public institutions can migrate their existing IT applications and services to the cloud, in order to minimize heavy spending on capital investment, achieve scalability and economies of scale, as well as higher organizational agility. Furthermore, CloudOpting aims to: Migrate existing IT systems in order to deliver online public services to citizens and third-parties, Provide Public Administrations with the necessary Cloud resources to control ICT-related costs Allow citizens to develop innovative new services www.cloudopting.eu 621146 CloudOpting

Consortium Institut Municipal Informatica - Spain Teamnet – Romania Wellness Telecom – Spain Worldline – Spain SDG – Italy Smart Partnership – Spain CSI Piemonte – Italy Electric Corby – UK Profesia – Italy NetPort - Sweden www.cloudopting.eu 621146 CloudOpting

Stakeholders and roles The different consortium members have a different role within the scope of the project: IMI and CSI performing as main platform owners and Public Administrations Electric Corby as service owners with services to be tested as experiments Worldline and TeamNet as a Large Enterprises with a number of mobile services to test as experiments Smart Partnership, Profesia, SDG and Wellness Telecom as SMEs involved in different phases of the project www.cloudopting.eu 621146 CloudOpting

Activities Deployment of a shared cloud-based platform as a service Migration of 14 public services to the cloud Running experiments in Italy, Spain and UK for 18 months www.cloudopting.eu 621146 CloudOpting

Platform The Cloud platform will provide the functionality to host, run and support applications and services. The platform will measure the cloud usage to allow the determination of the total cost of operation (TCO) of the different services and end users. Furthermore, it will help to reach the goal of allowing Public Administrations (PAs) to subscribe, use and reuse applications in a Cloud environment to determine what the costs are and how to share them. There will be two instances of this platform: one will be deployed in the IMI-Barcelona Cloud and the other in the CSI-Piemonte Cloud. www.cloudopting.eu 621146 CloudOpting

Experiments With a main objective to prove the benefits from the migration of public services to cloud-based solutions, the framework will be tested through 14 experiments in four European cities - Barcelona (Spain), Piedmont (Italy), Corby (UK) and Sant Feliu (Spain). The results and conclusions related to these experiments will contribute to establish common strategies, methodologies, standards and innovative cloud-based services through an open platform. A list of experiments is provided below: 1. CLEARO’ 2. City Incident Reporting – FixThis 3. City Agenda and equioment – Agenda + Next to me 4. MobileID 5. ASIA 6. MIB 7. Provide an offering of PaaS and SaaS to other municipalities 8. Energy efficiency services 9. Public Transport 10. A dedicated business portal to support SMEs 11. Transparency middleware 12. Smart City Cloud Expert System ‘ Sentilo Sant Feliu 13. Open Data (cross-platform experiment) 14. Mobil Services (cross-platform experiment) www.cloudopting.eu 621146 CloudOpting

Impact Increase the usage of cloud computing by Public Administrations Provide consumer-oriented tools and interfaces to offer new opportunities for the development of innovative services by third parties, especially for SMEs, using public information repositories Create best practices for the adoption of cloud computing environments across Europe www.cloudopting.eu 621146 CloudOpting
