Working time and cost accounting and analysis of the Central Statistical Bureau of Latvia Janīna Dišereite

The purpose of the system To have an integrated time usage reporting, planning and financial analysis system The purpose of the Twinnig project was to improve the quality of management of statistical products and processes, strategic performance and results, increase efficiency of internal processes and external outcomes taking into consideration best practices of the Balanced Scorecard Method Finnish and Danish colleagues' experience

Purposes of the project To develop an auxiliary tool in order to ensure qualitative information for improving efficient decision making in the institution. To ensure accountancy of working hours and financial resources by different levels and breakdowns (product, process, structural unit, position, employee). To create a flexible environment/tool for accounting resources and data analysis.

The most important questions How to obtain all the necessary information with minimal expenditure of time? How to count spending of working hours? What criteria to use for the nomination of products? How to separate work processes for the needs of cost analysis?

The most important questions What is the structure of costs of the institution? What is the structure of the capacity of work? How much cost and how labour capacious is each product, process? How to ensure costs analysis of products in the breakdown by process? What is the breakdown of costs by structural unit, position?

Time reporting subsystem A common list of statistical products and processes is used; every employee of the CSB must enter his/her time used in hours by breakdowns of products and processes; The entered time use is approved by the respective section chief/project leader/director of the department etc.; at the end of each month the system compiles time usage information for a given section, and data are loaded into the CSB financial management system to calculate wages; a link with the entry control system is created

Benefits by evaluating work consumption on the level of institution’s processes decisions are made for optimization of the work process managers have reliable data for evaluating the proportion of consumption of working hours and finances on the product and others levels all data can be analysed in dynamics and different breakdowns in all kind requests it is possible to do objective and operative calculations operatively are available data on work consumption and cocts in different dimensions information can be analysed in different breakdowns thus ensuring objective manager’ decisions invaluable assistant in the planning process
